TERMS OF REFERENCE

Consultant/Firm to Facilitate a Two-Day Staff Team Building and Change Management Programme

1. Background

ChildFund Sri Lanka (CFSL) seeks a qualified consultant or firm to design and facilitate a two-day residential Staff Team Building/wellbeing and Change Management Programme. The programme should strengthen teamwork, communication, trust, collaboration, mental health, adaptability, and staff readiness to manage organisational change. Sessions should be highly participatory, combining theory with practical learning through indoor and outdoor activities.

The programme will be conducted in English and Sinhala.

2. Objectives

The programme should:

  • Strengthen teamwork, trust, communication, and collaboration;
  • Improve problem-solving and collective decision-making;
  • Build understanding of team dynamics and individual roles;
  • Strengthen staff capacity to adapt to organisational change;
  • Promote resilience, ownership, and positive responses to change; and
  • Translate learning into practical workplace commitments.

3. Scope of Work

The consultant/firm will:

  • Conduct a brief consultation with CFSL prior to the programme;
  • Develop a two-day agenda and facilitation methodology;
  • Facilitate participatory team-building and change-management sessions;
  • Use a balanced mix of short theoretical inputs, group discussions, practical exercises, team challenges, reflection, and indoor/outdoor activities;
  • Provide the required facilitation and activity materials; and
  • Facilitate a closing session to identify key team commitments.

The programme should not be primarily lecture- or presentation-based.

4. Indicative Content

The programme may cover:

  • High-performing teams;
  • Trust and collaboration;
  • Communication and working styles;
  • Team dynamics and constructive conflict;
  • Problem-solving and decision-making;
  • Understanding and responding to organisational change;
  • Managing uncertainty and transition;
  • Resilience and adaptability; and
  • Practical team commitments.

5. Duration and Modality

  • Duration: Two full days
  • Modality: Residential, face-to-face
  • Medium: English and Sinhala
  • Location: Down South
  • Dates: 21–22 September 2026
  • Activities: The programme should include both indoor and outdoor activities.

6. Deliverables

  • Final two-day agenda and methodology;
  • Facilitation and activity materials;
  • Facilitation of the two-day programme; and
  • A brief summary of key observations, learning, and agreed team commitments.

7. Required Experience

The consultant/firm should demonstrate:

  • Relevant experience in team building, change management, organisational development, leadership, or staff development;
  • Experience facilitating participatory staff programmes;
  • Ability to combine theory with practical and experiential learning;
  • Experience facilitating indoor and outdoor activities; and
  • Strong English facilitation skills. Sinhala facilitation capability will be an advantage.

8. Submission Package

Submissions should be brief and to the point and include:

  • Technical Proposal – Maximum 2 Pages
  • Two-Day Agenda
  • Simple Financial Proposal
  • Understanding of the assignment;
  • Proposed approach and methodology;
  • Relevant experience; and
  • Proposed facilitation team.

Two-Day Agenda: The agenda should show key sessions, methodology, timing, and indoor/outdoor activities.

3. Simple Financial Proposal: The financial proposal should show the total consultancy cost with a simple breakdown for:

  • Professional/resource person fees;
  • Materials;
  • Travel;
  • Accommodation; and
  • Other required costs.

All costs related to the consultant/facilitation team should be included. CFSL will arrange the venue, meals, and accommodation for participating staff. The consultant/firm should include all costs related to its own team, including professional fees, materials, travel, accommodation, and other required expenses.

9. Evaluation Criteria

The consultant/firm will be evaluated on:

  • Methodology and Agenda
  • Key Considerations: Participatory approach, balance of theory and practice, and indoor/outdoor activities
  • Relevant Experience
  • Team Composition
  • Compliance
  • Cost / Value for Money

10. Submission

Interested consultants/firms should submit:

  • Maximum 2-page technical proposal;
  • Two-day agenda;
  • Simple financial proposal; and
  • Brief team composition.
