ADMINISTRATION / FINANCE MANAGER
ASSIGNMENT BASIS

Mahaweli Consultancy Bureau (MCB) invites applications from dynamic, proactive and suitably qualified professionals for the position of Administration / Finance Manager.
Scope of Work
- The Administration and Finance Manager shall be responsible for, but not limited to, the following duties:
- 1. Administration and Logistics
- • Coordinate and manage day-to-day administrative activities of the project.
- • Organize and maintain staff deployment schedules and field activity rosters.
- • Coordinate logistical arrangements for field teams, including accommodation, transport, field visits, and related operational requirements.
- • Arrange transportation and delivery of water, soil, environmental, and isotope samples to designated laboratories in a timely manner.
- • Facilitate procurement processes for chemicals, laboratory consumables, field equipment, office supplies, and other project requirements in accordance with approved procedures.
- • Coordinate meetings, workshops, stakeholder consultations, progress review meetings, and project presentations.
- • Prepare and maintain official correspondence with government agencies, consultants, laboratories, suppliers, service providers, and other stakeholders.
- • Maintain proper filing systems and administrative records for project activities.
- 2. Financial Management
- • Maintain accurate and up-to-date financial records related to project expenditures.
- • Process payments related to consultants, suppliers, service providers, laboratory analyses, field activities, and other approved project expenditures.
- • Assist in salary administration and payment processing for project personnel.
- • Maintain expenditure records and supporting documentation for financial reporting and auditing purposes.
- • Monitor project expenditures against approved budgets and provide periodic financial updates to project management.
- • Assist in the preparation of financial reports required by SLAEB, project management, funding agencies, auditors, and other authorized entities.
- • Ensure compliance with financial regulations, procurement procedures, and internal administrative requirements applicable to the project.
- 3. Project Support
- • Assist the Project Team Leader in monitoring project implementation progress.
- • Support preparation of progress reports, presentations, and project documentation.
- • Coordinate communication between project staff, consultants, laboratories, service providers, and management.
- • Perform any other administrative and financial duties assigned by the Project Team Leader or authorized management of SLAEB that are relevant to project implementation.
Key Deliverables
- The Administration and Finance Manager shall provide:
- • Updated administrative and financial records.
- • Procurement and payment documentation.
- • Staff deployment and field activity schedules.
- • Records of official correspondence and communications.
- • Periodic financial summaries and expenditure reports.
- • Documentation supporting project audits and reviews.
- • Administrative and logistical support for field, laboratory, and project management activities.
- • Properly organized project files and records throughout the contract period.
Qualifications and Experience
The candidate should possess:
- A degree (accepted by the University Grant Commission, Sri Lanka) or recognized similar professional qualification in Business Administration, Public Administration, Finance, Accounting, Management, or a related field.
- Demonstrated experience in administration, finance, project coordination, or office management.
- Experience in maintaining financial records, procurement administration, and project logistics.
- Good organizational, communication, and record-management skills.
- Ability to work effectively with multidisiciplinary teams, consultants, laboratories, government institutions, and external stakeholders.
- Familiarity with donor-funded or government-funded projects will be an added advantage.
- High standards of integrity, transparency, accountability, and professionalism.
