Background

CSDF, as the lead partner organisation under the IPPF Stream II Sex Work Policy Consortium (SWPC), works with four community partner organisations to strengthen sex worker-led and sex worker-serving service delivery, advocacy, and organisational governance in Sri Lanka.

A generic Governance and Financial Management Policy Framework and Standard Operating Procedures has already been developed under the project, along with business proposals/plans for organisations starting enterprise operations.

CSDF now seeks a qualified consultant or firm to adapt this framework to each organisation's specific legal and operational context, and to develop operational business SOPs for organisations starting enterprise activities.

Objective

To adapt the existing generic Governance and Financial Management Policy Framework and SOPs into organisation-specific policies and SOPs for each of the four partner organisations, grounded in their actual legal form, operational context, mandate, and the community they serve, ensuring the documents are practical, rights-based, and non-stigmatising in their treatment of sex worker communities.

Scope of Work

Scoping & Needs Assessment

  • Review the existing generic Governance and Financial Management Policy Framework and SOPs, and existing business proposals/plans, as the starting reference for this assignment.
  • Meet individually with each of the 4 partner organisations to discuss and agree the scope and specific requirements for that organisation, prior to commencing drafting.
  • Confirm the specific legal form (e.g. trust, society, NGO, not-for-profit company), applicable regulatory authority, and jurisdiction-specific tax, NGO, and labour law obligations for each organisation.
  • Where an organisation has existing organisational documents, governance structures, or operational practices, review these and identify gaps against the generic framework.
  • Where an organisation has no existing policies, confirm governance and legal establishment status (board structure, registration) as a precondition for policy adoption, and flag to CSDF any organisation where this is not yet in place.

Adaptation & Drafting

  • Facilitate consultative sessions with staff, leadership, and, where appropriate, community members of each organisation.
  • Where existing practice is in place, adapt the generic policies and SOPs into an organisation-specific version, reconciling with that existing practice.
  • For business operating priorities, prioritise, branding and adopted with the framework's revenue-generating and financial control provisions (risk-fencing, business case and approval process, reserves policy, revenue collection SOP) alongside governance and financial policies, given their operational timelines.
  • Develop operational business SOPs covering day-to-day running of the enterprise (e.g. production or service delivery processes, pricing, client/customer handling, quality control, and enterprise staffing), building on the business proposals/plans already developed under the project. These are in addition to, and distinct from, the financial/governance-level SOPs covering how enterprise revenue is authorised and controlled.
  • Adapt remaining generic policies and SOPs into organisation-specific versions for all 4 organisations, updating legal references, operational detail, and any organisation-specific requirements not covered in the generic framework.
  • Ensure all adapted documents reflect rights-based, feminist, and non-stigmatising language and frameworks appropriate to organisations that are sex worker-led or sex worker-serving, and remain consistent with the overall project framework.

Validation & Handover

  • Present adapted documents to each organisation for review and incorporate feedback.
  • Finalise and hand over adopted policies and SOPs in accessible formats, for all 4 organisations.

Deliverables

  • Inception report, including scoping meeting outcomes with each of the 4 organisations, legal form and governance-establishment status per organisation, and a proposed timeline that prioritises organisations starting business operations.
  • Gap analysis for the organisation with existing practices, against the generic framework.
  • Draft adapted policies and SOPs (per organisation), with revenue-generating financial control provisions and operational business SOPs aligned for all four organisations starting business operations.
  • Consultation and validation sessions completed (4 organisations).
  • Final adapted policies and SOPs (4 sets).

Duration

Not to exceed 10 weeks from contract signing. The consultant/f irm should propose a detailed timeline within this ceiling as part of the technical proposal, based on their assessed workload and approach across the 4 organisations.

Qualifications and Experience

  • Demonstrated experience in organisational development, governance, or policy adaptation for civil society/community-based organisations.
  • Experience developing operational procedures for small enterprises or income-generating activities, in addition to governance and financial policy work.
  • Familiarity with Sri Lankan NGO, tax, and labour law, or ability to engage relevant legal expertise as part of the assignment.
  • Prior experience working with or sensitivity to key population communities.
  • Strong understanding of rights-based and non-discriminatory frameworks.
  • Experience facilitating participatory consultations across multiple organisations.
  • Fluency in Sinhala, in addition to English, is an advantage.

  • Willingness to travel to meet each of the 4 partner organisations at their respective locations.
  • Commitment to feminist values, bodily autonomy, and intersectional inclusion.
  • Sensitivity to the privacy, safety, and lived experiences of sex worker communities.
