Post of Project Manager - Procurement

Sri Lanka CERT|CC, the nation's apex body for cybersecurity, is seeking a highly organized, detail-oriented, and professional Project Manager – Procurement to oversee procurement functions. Key Responsibilities

  • Develop and implement procurement strategies aligned with the organizational objectives of the CERT.
  • Conduct market analysis to identify suppliers offering competitive pricing and innovative solutions for cybersecurity solutions.
  • Identify, evaluate, and establish partnerships with reliable vendors specializing in cybersecurity products and IT services.
  • Negotiate contracts and service level agreements to ensure value for money and quality deliverables.
  • Maintain a database of approved vendors and ensure regular performance evaluations.
  • Oversee end-to-end procurement process, including requisitioning, vendor selection, order placement, and delivery.
  • Ensure procurement of specialized software, hardware, and services align with technical requirements set by the CERT's operational divisions.
  • Ensure all procurement activities comply with national procurement regulations, organizational policies, and budgetary constraints.
  • Mitigate risks by ensuring transparency, fairness, and accountability in procurement processes.
  • Maintain records of all procurement transactions for audit and reporting purposes.
  • Develop and manage the procurement budget in collaboration with the finance team.
  • Monitor expenditures to ensure cost efficiency and identify potential savings.
  • Collaborate with technical teams to understand their procurement needs, particularly for cybersecurity tools, hardware, and services.

Qualifications & Experience

  • Bachelor's Degree (SLQF Level 6): in IT, Business Administration, Public Administration, Finance, Procurement, Supply Chain Management, or a related field.
  • Higher Diploma (SLQF 4 and above) in Procurement.
  • Postgraduate Degree (Master's) (SLQF 9) in Business Administration, Public Administration, Finance, Procurement, Supply Chain Management, or any other related field is an added advantage.
  • Minimum 8 years of managerial experience in IT projects is required.
  • Strong project management skills (planning, scheduling, resource allocation, risk management).
  • Minimum 5 years’ experience handling procurement and knowledge on government procurement guidelines, practices and procedures.
  • Strong negotiation and communication skills.

Age should not be less than 35 years old and not more than 50 years old.
