SLCDF is a non-profit, participatory development organization established in 2002, evolving from the Sri Lanka Canada Development Fund project. SLCDF has over 30 years of experience working with more than 3,500 CBOs/small groups and 330 voluntary organizations across 18 districts. The organization provides resources and support to disadvantaged and vulnerable communities with the help of local and international donors.
Position Summary:
The Field Officer is responsible for the day-to-day implementation and coordination of programme activities at the divisional and district levels. This role ensures effective engagement with community-based organizations (CBOs), Farmer Organizations, local NGOs, and government officials, while providing timely field data, monitoring progress, and supporting programme planning and reporting in coordination with SLCDF's head office and Field Officers.
Key Duties and Responsibilities:

Coordination & Communication:
- Coordinate with local partners at divisional and district levels to ensure smooth implementation of programme activities.
- Maintain regular communication with SLCDF head office including the Executive Director, Programme Officers, Finance Coordinator, and Administration team.
- Establish and maintain strong working relationships with government officials, community stakeholders, and other NGOs.

Programme Implementation & Monitoring:
- Identify programme participants and arrange logistics for training and other activities.
- Manage and monitor day-to-day field activities across target communities including CBOs, NGOs, families, and Farmer Organizations.
- Attend and actively participate in divisional and district level meetings of CBOs, NGOs, and Farmer Organizations.
- Monitor construction activities (e.g., tank rehabilitation, housing construction) and submit regular observations to the head office.
- Monitor livelihood activities implemented by the NGOs.
- Ensure programme activities align with the implementation plan and timelines.

Reporting & Documentation:
- Provide monthly and quarterly progress reports on partner organizations and field-level activities.
- Collect, compile, and submit field-level data and information through the Field Manager to the SLCDF head office.
- Report regularly on programme progress and any other reports requested by SLCDF.
- Prepare and submit monthly advance plans and progress reports.
- Document success stories, case studies, and best practices for publication and internal learning.

Financial Coordination:
- Recommend and coordinate the disbursement of programme funds in line with SLCDF guidelines.
- Support financial documentation and reporting processes at the field level as required.

Additional Responsibilities:
- Work closely with the Field Manager and field team to ensure effective planning and problem-solving in implementation.
- Perform any other duties assigned by the Executive Director, Programme Manager, or Field Manager in support of programme goals.
Qualifications:
- GCE A/L or higher qualification, or a diploma in Agriculture, Sociology, Community Development, or a related field.
- Minimum of 3–5 years of experience in field coordination, preferably in agriculture or community development projects.
- Strong organizational and team management skills.
- Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
- Familiarity with monitoring and evaluation process.
- Proficiency in Sinhala, with a working knowledge of English.
- Knowledge of the socio-economic and agricultural context of the North Central Province is an added advantage.
- Possession of a valid driving license.
