INVITATION FOR BIDS (IFB)

Procurement of Consultancy Services for Energy Audits

The Janathakshan GTE Ltd. (www.janathakshan.lk) invites sealed bids from qualified and eligible consultants / firms for the provision of Energy Audit Services under the project Partnerships and Innovative Financing to Mainstream Biodiversity and Sustainable Land Management in the Wet Climatic Zone of Sri Lanka

The project Partnerships and Innovative Financing to Mainstream Biodiversity and Sustainable Land Management in the Wet Climatic Zone of Sri Lanka, is implemented by the Ministry of Environment in collaboration with Ministry of Plantation and Community Infrastructure and UNDP and funded by the Global Environment Facility (GEF). The project aims to integrate biodiversity conservation and sustainable land management practices in private sector tea and rubber production areas in the wet climatic zone of Sri Lanka

Scope of Assignment

The selected consultant/Firm will conduct energy audits in 21 processing factories located in six districts of Sri Lanka as follows:

• Tea factories – 12
• Rubber factories – 06
• Cinnamon processing facilities – 03

Districts:

• Galle
• Matara
• Kalutara
• Ratnapura
• Kegalle
• Nuwara Eliya

The energy audit at each facility shall include, but not be limited to:

• Assessment of the primary energy supply sources, with consideration on fuelwood sourcing;
• Collect and analyse data to establish current energy demand patterns (for thermal and electricity);
• Establish performance characteristics of energy conversion processes and technologies;
• Identify options and potential for energy efficiency improvements, conservation, and management;
• Identify potential renewable energy resources available;

Detailed Energy Audit Report must be prepared and submitted for each factory.

Eligibility Criteria

Interested bidders shall:

• Be a legally registered consulting firm, company, or qualified consultancy entity in Sri Lanka or internationally;
• Possess a minimum of ten (10) years of proven experience in conducting industrial energy audits;
• Have qualified technical personnel with relevant certifications
• Demonstrate previous experience in similar projects or internationally funded projects

Late submissions will not be accepted and will be rejected without further consideration.

Opening of Bids

Bids will be opened by the designated Procurement Committee following the submission deadline.

This will be a closed bid opening process, and bidders or their representatives will not be invited to attend.
