Assistant Monitoring & Evaluation Officer
FPA Sri Lanka will implement the project “Inclusive Sexual and Reproductive Health Services for Persons with Disabilities: Empowerment and Accessibility”, funded under the French Embassy FEF framework. Within this context, the Assistant Monitoring & Evaluation Officer will help operationalize and maintain an accessible, donor-compliant M&E system for a one-and-a-half-year project. The overall objective of the project is to enhance access to inclusive and disability-friendly SRH services, ensuring the rights and well-being of persons with disabilities, particularly women and youth. Project focuses on disability-inclusive Sexual and Reproductive Health (SRH) and Sexual and Gender-Based Violence (SGBV) capacity building, school- and youth-focused inclusive Comprehensive Sexuality Education (CSE), disability-accessible service delivery, and research, dissemination, and advocacy. The project will be implemented in coordination with Service Delivery Points of FPA Sri Lanka, community-based healthcare assistants, SACTED, disability-led CSOs, teachers, health workers, caregivers, and relevant government actors.
Under the supervision of the Director of Organizational Learning and Evaluation of FPA Sri Lanka, the Assistant Monitoring and Evaluation Officer will support project’s M&E activities as follows:
Responsibilities
- Coordinate with FPA Sri Lanka SDPs, SACTED, disability-led CSOs, teachers, health workers, community-based healthcare assistants, and relevant government actors to ensure the effective implementation of the project M&E system.
- Support the development and use of data collection tools, indicator trackers, reporting formats, and evidence files in line with project and donor reporting requirements.
- Ensure that project data are collected, compiled, and reported accurately, including disaggregation by sex, age, disability type, district, and project component, as applicable.
- Conduct regular field visits to validate project monitoring data, review source documents, identify data-quality gaps, and provide timely feedback for improvement.
- Support capacity-building programmes for FPA Sri Lanka SDPs, SACTED, disability-led CSOs, and other project partners on project monitoring, documentation, and reporting requirements.
- Compile and review attendance sheets, training evaluation forms, service delivery records, referral records, clinic reports, field visit reports, and other means of verification.
- Prepare field visit reports, periodic M&E reports, dashboards, and data summaries to support project management, donor reporting, and steering committee updates.
- Support documentation of lessons learned, implementation challenges, accessibility barriers, and good practices related to disability-inclusive SRH and SGBV services.
- Contribute to annual and final project progress reporting and support the final evaluation process as required.
Qualifications
- A Bachelor's degree in public health, social sciences, management, economics, development studies or science from a recognized university or a minimum of 3 years of experience in the private, state or NGO sector in a similar capacity with secondary education is required.
- Work experience with person with disabilities will be an added advantage.
- Computer literacy in MS Office package.
- Fluency in spoken Sinhala and Tamil is mandatory. Proficiency in oral and written English is required.
- Work experience with persons with disabilities, disability-inclusive programming, or M&E experience in disability-focused projects will be an added advantage.

- Excellent analytical, report-writing, interpersonal, and coordination skills.
- High attention to detail and ability to maintain accurate records and evidence files.
- Sensitivity to disability inclusion, safeguarding, confidentiality, and ethical handling of sensitive SRH and SGBV-related information.
- Willingness to participate in regular field visits to remote and underserved areas.
- Positive attitude and willingness to work respectfully with persons with disabilities and diverse community groups.
Remuneration
Contract term
- One-year contract with an initial three-month probation period.
Work station
- Based in Colombo with frequent travelling to the project sites situated out of Colombo.
