1. Background and Introduction
The Sri Lanka Centre for Development Facilitation (SLCDF) invites proposals from qualified and experienced consultancy firms or individual consultants to conduct an independent End Evaluation of the European Union funded project titled Let the Women Decide their Destiny (DESTINY) or the Action.
DESTINY is a three‑year Action implemented across six districts of Sri Lanka with the aim of empowering women and girls and strengthening the resilience of communities affected by socio-economic crises.
The Action is implemented by a consortium led by SLCDF in partnership with civil society organisations and NGOs, supported by EU funding to design and implement activities benefiting women, girls, and their households.

DESTINY is a three‑year Action implemented across six districts of Sri Lanka – Vavuniya, Anuradhapura, Kurunegala, Puttalam and Colombo, among others – with the aim of empowering women and girls and enabling them to make choices about their own destinies. The Action is implemented by a consortium led by SLCDF in partnership with NGOs and community based organisations.
1.2 Expected Results of DESTINY
- Enhanced economic opportunities for 1,000 FSWs, DWS and SWs through training, enterprise development and access to financial services.
- Enhanced access to quality services for affected women through civil society organisations, community based organisations and relevant government services.
- Access to psychosocial and legal support for direct victims and up to 5,000 FSWs, DWS and SWs through referral networks.
- Improved nutrition and educational outcomes for children in assessed households and communities.
- Capacity development of government officers, civil society partners, and media personnel to promote gender equality and women’s empowerment.
2. Purpose and Objectives of the Evaluation
SLCDF will commission an independent end evaluation to fulfil accountability obligations to the EU and to generate learning that informs the design and implementation of future similar actions.
2.1 Main Purpose
To assess the overall performance, relevance, efficiency, coherence, effectiveness and sustainability of DESTINY against its objectives and expected results.
2.2 Evaluation Criteria
- Relevance – to what extent DESTINY’s activities respond to beneficiaries’ needs and EU priorities.
- Effectiveness – the extent to which intended results have been achieved.
- Efficiency – the relationship between inputs and outputs and the cost effectiveness of the action.
- Coherence – alignment with other interventions and policies at the local and national level.
- Impact and Sustainability – longer-term effects and continuation beyond the project.
- Gender equality and social inclusion – progress towards gender parity and inclusion of marginalized groups.
3. Scope of the Evaluation
The evaluation shall cover all interventions implemented by SLCDF and its implementation partners under DESTINY from inception to completion, including field activities and outputs.
3.1 Geographical Scope
- The evaluation covers all six districts where DESTINY operates and relevant sub-districts as required for the assessment.
3.2 Thematic Scope
- Livelihoods support and entrepreneurship for women and girls, including economic empowerment.
- Advocacy, access to essential services, and awareness raising on women’s rights and gender equality.
- Nutrition, health, education, safety, and well-being of children and families.
3.3 Gender Mainstreaming
- Gender equality and women’s empowerment are integrated into the evaluation design, with gender‑disaggregated data collection and analysis.
- Inclusion of women and men in evaluation processes and dissemination.
4. Qualifications and Experience Required
Proposals are invited from consultancy firms or individual consultants meeting the following minimum qualifications.
- Essential Requirements: A postgraduate degree (Master’s level or above) in social sciences, development studies, gender studies, public health, international development or related field.
- At least 10–12 years of demonstrable experience in conducting independent evaluations of development projects and programmes, including EU‑funded actions.
- Proven knowledge and practical experience in gender based violence, women’s rights and livelihoods programming.
- Strong analytical skills and experience in data collection, management and reporting.
- Experience with mixed methods, including qualitative and quantitative approaches.
- Excellent report writing skills in English and ability to present findings to diverse audiences.
5. Proposal Requirements
Interested consultancy firms or individual consultants are requested to submit a comprehensive proposal comprising the following sections.
- 8.1 Technical Proposal – approach, methodology, work plan, team composition and deliverables.
- 8.2 Financial Proposal – budget (fees, taxes, travel, days) and payment schedule.
- Other supporting documents as required by the RFP.
8.1 Technical Proposal
The technical proposal should include:
- Cover letter expressing interest and confirming availability for the assignment duration.
- Understanding of the assignment including country context, key questions and risks.
- Proposed methodology with data collection tools and triangulation plan.
- Work plan with a clear schedule for the 30 day assignment.
- Team composition including CVs (maximum 4 pages per CV).
- Relevant experience – references and brief descriptions of at least three similar evaluations conducted in the past five years.
8.2 Financial Proposal
A separate financial proposal must be submitted including:
- Professional fees for lead consultant and team members (daily rates).
- Taxes and any other costs; total estimated budget and payment schedule.
Important Note on Logistics
SLCDF will provide logistical support including office space, internet access and access to documentation during the assignment. Proposals should indicate any field travel and accommodation requirements. The evaluator will deliver a final report in English within the agreed timeframe.
