Consultancy for Formation of Multi-Actor Platforms and Capacity Building

INTRODUCTION TO THE PROJECT

The REDEFINE project aims to contribute to effective conflict prevention, peacebuilding and crisis preparedness among communities in the selected districts and Islands in Sri Lanka and the Maldives. The project will adopt a woman- and youth-centric, CSO-led and nature-based solution approach and focus on using nature-based strategies, like sustainable resource management, to address resource scarcity, a key driver of conflict. These successful models will be designed for scalability and national adoption, aiming for long-term peace and resilience across Sri Lanka and the Maldives. REDEFINE is implemented by Chrysalis and SIGS in Sri Lanka and the Maldives, respectively, together with 50 selected Civil Society Organisations. At the national level, the project aims to promote inclusive policymaking and implementation while strengthening multi-actor networks and platforms to address gender-based inequalities and systemic barriers. The REDEFINE project seeks to co-create sustainable solutions that address the root causes of environmental conflict. This 3-year project (November 2024 to October 2027) is funded by the European Union (EU) through Foreign Policy Instruments (FPI) of the European Commission. It’s implemented by Chrysalis (lead applicant) and SIGS (co-applicant).

INTRODUCTION TO THE ASSIGNMENT

Chrysalis is seeking to engage a consultant or a consultancy firm with proven expertise and capacities to establish, operationalise, and facilitate robust Multi-Actor Platforms (MAP). Natural resource, Environment, and Climate Change-related conflicts, particularly over land and water use, are deeply interconnected with local power dynamics, economic incentives, and systemic inequalities. To address these drivers effectively, this assignment utilises a Systems Thinking Approach to move beyond isolated interventions toward institutionalised, systemic solutions.

The consultancy focuses on four target districts in Sri Lanka (Mannar, Anuradhapura, Puttalam, and Nuwara Eliya) as well as the National Level. The Consultant will lead a comprehensive process encompassing stakeholder power and incentive mapping, platform creation and facilitation, capacity building, co-creation of nature-based solutions, and the direct integration of these strategies into official government management plans and state budget cycles.

A central priority throughout this assignment is dismantling patriarchal and systemic barriers, ensuring that women and youth peacebuilders actively shape local decision-making and lead sustainable conflict resolution efforts.
