URGENTLY REQUIRED – ENGINEERING / TECHNICAL STAFF
Applications are invited from suitably qualified and experienced professionals to join our consultancy team for the Post-Contract Consultancy for the Extension of the Existing Quay Wall, Construction of Access Road and Boundary Wall at Valaichchenai Fisher Harbour.
The assignment involves Project Management and Construction Supervision and will be carried out at Valaichchenai Fisher Harbour, Batticaloa District.

PROJECT INFORMATION
Project: Extension of the Existing Quay Wall, Construction of Access Road and Boundary Wall at Valaichchenai Fishery Harbour
Assignment: Project Management & Construction Supervision
Location: Valaichchenai Fishery Harbour, Batticaloa District, Sri Lanka
Employment: Full-Time, Site-Based
Preferred Candidates: Candidates from all areas of Sri Lanka who are willing and able to work at the project site are strongly encouraged to apply.
Those from outside location will be provided with accommodation arrangements.
Salary: Negotiable, based on qualifications and experience.
1. RESIDENT ENGINEER (RE)
20 Person-Months – Full-Time, Site-Based
Qualifications & Experience
- Bachelor's Degree in Civil Engineering.
- MSc in a related field is preferred.
- Professional Chartered status (Chartered Engineer under IESL).
- Minimum 10 years of experience in project management and maritime, roads, bridges, or related construction implementation.
Key Responsibilities
- Provide day-to-day leadership to the field supervision team.
- Ensure works comply with approved plans, specifications, and contractual requirements.
- Chair contractor progress review meetings and maintain official meeting minutes.
- Review construction method statements, shop drawings, and design drawings against actual site conditions.
- Inspect and approve construction materials and samples specified in the BOQ.
- Evaluate and certify accurate As-Built drawings and operation manuals.
- Verify and sign daily measurements and Joint Measurement Records (JMRs).
- Review contractor payment claims and variation estimates.
- Ensure implementation of the Contractor's Environmental Management Plan (CEMP) and relevant permit conditions.
- Ensure appropriate social, environmental, and site-safety mitigation measures are implemented.
Facilities Provided
- Vehicle will be provided for official project-related travel and site supervision activities.
2. SITE ENGINEER
18 Person-Months – Full-Time, Site-Based
Qualifications & Experience
- BSc in Civil Engineering, and professional Chartered status (Chartered Engineer under IESL).
- Minimum 3 years of construction project experience.
- Experience in infrastructure or marine works is preferred.
Key Responsibilities
- Conduct continuous daily inspections of marine, harbour and boundary-wall construction works.
- Ensure compliance with quality specifications and good construction practices.
- Issue technical instructions and clarifications to the contractor to maintain site progress.
- Monitor contractor deployment of labour, equipment, plant and materials against the approved programme.
- Report site conditions, resource status and progress variances to the Resident Engineer.
- Conduct joint field measurements and ensure accurate recording for JMRs.
3. ENGINEER CUM QUANTITY SURVEYOR
20 Person-Months – Full-Time, Site-Based
Qualifications & Experience
- BSc in Civil Engineering or Quantity Surveying.
- Minimum 5 years of experience specializing in workmanship, construction methods, and quantity surveying.
- Maritime construction experience is highly preferred.
Key Responsibilities
- Inspect ongoing works and ensure quality standards.
- Conduct accurate daily physical measurements and maintain proper site measurement records.
- Work with the Site Engineer and contractor's QS staff during joint inspections and measurement verification.
- Conduct local market surveys for construction materials and labour rates.
- Review contractor variation proposals and cost estimates.
- Track and update project construction costs monthly.
- Identify potential financial risks and assist with evaluation of claims.
- Maintain appropriate cost records to support future project budgeting.
4. TECHNICAL OFFICER CUM DRAFTSMAN
19 Person-Months – Full-Time, Site-Based
Qualifications & Experience
- NDT / NDES / HNDE in Civil Engineering.
- Minimum 5 years of experience in technical drafting, structural layouts and workmanship supervision.
Key Responsibilities
- Inspect ongoing works and ensure quality of works.
- Review contractor-submitted working, structural, architectural and shop drawings against original design intent and actual site/ lagoon profiles.
- Prepare design adjustments and technical revisions as directed by the Resident Engineer.
- Examine, cross-check, update and modify contractor As-Built drawings and operation manuals.
- Certify the accuracy of As-Built documentation prior to final contract close-out.
- Assist the Site Engineer in supervising field construction activities.
- Monitor contractor progress and support site measurement activities when required.
