PMO Specialist Private Limited is a specialist remote project management office headquartered in Colombo, Sri Lanka. We provide dedicated, UK-hours-aligned project and engineering professionals to clients in the United Kingdom and Europe, working across the construction, infrastructure, M&E, and maintenance sectors.
The Role
We are seeking an experienced and detail-oriented Project Planner to join our team in Colombo. You will be responsible for developing, maintaining, and analysing project programmes for UK and European construction, civil engineering, and infrastructure projects, providing our clients with robust programme control and progress reporting capability from our Sri Lanka office.
You will have a strong working knowledge of Primavera P6 and/or Microsoft Project, a thorough understanding of construction sequencing and logic, and the ability to communicate programme status clearly to project teams and senior stakeholders.
Key Responsibilities
- Develop detailed baseline programmes for construction and engineering projects using Primavera P6 or Microsoft Project, incorporating all key activities, logic, milestones, and constraints
- Update and maintain live programmes on a weekly and monthly basis, recording actual progress and revising forecasts as required
- Produce 2-week, 4-week, and 12-week lookahead programmes for use by UK project and site teams
- Carry out critical path analysis — identify activities and sequences on the critical path and communicate implications to the project team
- Produce clear, concise programme progress reports including S-curves, earned value analysis (EVA), and narrative commentary for client reporting
- Assist with the assessment and preparation of Extension of Time (EoT) claims — analyse cause-and-effect relationships and delays in accordance with SCL Protocol principles
- Develop resource-loaded programmes and produce resource histograms and forecasts
- Carry out delay analysis including Time Impact Analysis (TIA) and Window Analysis where required
- Review subcontractor and supplier programmes and provide assessment against the master programme
- Participate in programme review and project progress meetings via video conference
Required Qualifications
- Bachelor's degree in Civil Engineering, Construction Management, Project Management, or a related discipline
- Minimum 3 years of professional experience as a Project Planner or Planning Engineer on construction, civil, or infrastructure projects
- Demonstrable experience producing and maintaining detailed project programmes — please indicate software used and project values in your CV
- Knowledge of UK planning and delay analysis methodologies (Society of Construction Law Delay and Disruption Protocol) is advantageous
- APM Planning, Scheduling and Risk qualification, or equivalent, is desirable
- Familiarity with NEC3/4 and JCT contract programme requirements (e.g. NEC Accepted Programme) is desirable
Technical Skills & Software
- Primavera P6 (Oracle Primavera) — proficient; able to build schedules from scratch, manage baselines, and run analysis (essential)
- Microsoft Project — proficient (essential)
- Advanced Microsoft Excel — S-curves, progress tracking, resource histograms, earned value calculations
- Asta Powerproject — experience advantageous
- Video conferencing: Microsoft Teams and Zoom
Personal Attributes
- Logical, methodical thinker with a deep understanding of construction sequencing and dependencies
- Excellent written and spoken English — able to produce programme narratives and delay analysis reports to a professional standard
- Highly analytical — comfortable with earned value, delay analysis, and complex programme logic
- Able to communicate programme status and risk clearly to both technical and non-technical stakeholders
- Proactive in identifying programme risks and bringing them to the attention of the project team promptly
