Vacancy for the Post of Manager Corporate Planning & Monitoring (01 Position)

Founded in 2006, the Sri Lanka Computer Emergency Readiness Team (Sri Lanka CERT) is Sri Lanka’s National CERT which has the mandate to protect the nation’s cyber space.

Sri Lanka CERT, is currently seeking a passionate and committed individual to join its team as Manager Corporate Planning & Monitoring. This role offers a unique opportunity to contribute to the nation’s one of the premier cybersecurity initiatives.

Job Responsibilities

  • Assist in the preparation, review, and implementation of the organization's strategic and annual operational plans.
  • Coordinate with divisional heads to collect inputs, performance data, and progress updates for planning purposes.
  • Support alignment of divisional objectives with organizational goals and national ICT and cybersecurity strategies.
  • Develop and implement Monitoring and evaluation frameworks.
  • Track progress of approved projects, programs, and initiatives against key performance indicators (KPIs).
  • Prepare periodic performance reports, highlighting achievements, challenges, and recommendations.
  • Support management in evaluating project outcomes and institutional performance.
  • Support project proposal development, resource planning, and budget preparation.
  • Maintain and update project databases and dashboards for management use.
  • Analyse operational and statistical data to support evidence-based decision-making.
  • Assist in drafting and updating organizational policies, guidelines, and procedural documents.
  • Ensure planning and reporting documents are properly maintained and accessible.
  • Facilitate coordination between divisions to ensure timely submission of plans, reports, and performance data.
  • Participate in internal meetings to track progress and address operational bottlenecks.
  • Support the preparation of reports and presentations for management and board-level review.
  • Carry out any other function relating to Finance and Accounting assigned by the Head of Finance or the CEO.

Educational, Professional and Experience Requirements

  • A Bachelor's Degree (SLQF 5 or 6) in Management / Business Administration, Economics, Statistics, Public Administration, Information and Communication Technology, Project Management, or any other related field relevant to the post, obtained from a local or foreign university, recognized by the University Grant Commission (UGC), Sri Lanka.

WITH

  • At least eight (08) years industry experience in budgeting, forecasting, control implementing, financial planning, scenario planning, Human Resources planning, process improvement, monitoring planned activities out of which 2 years in managerial experience in a public corporation, statutory board, fully government owned company, or a reputed commercial establishment, after obtaining the first Degree.

OR

  • Full professional qualifications in Monitoring and Evaluation (M&E), Data Analysis, Project Management, or Performance Management from recognized professional institution.
  • At least eight (08) years industry experience in budgeting, forecasting, control implementing, financial planning, scenario planning, Human Resources planning, process improvement, Monitoring planned activities out of which 2 years managerial experience in public corporation, statutory board, fully government owned company, or a reputed commercial establishment, after obtaining the first Degree.

  • Fluent in Writing and Speaking in English language.
  • Teamwork Skills.

Other General Qualifications

Candidates should fulfil the following general requirements:

  • Should be a citizen of Sri Lanka.
  • Should be physically and mentally fit to discharge the duties of the post well and to serve in any part of the Island.
  • Should be of excellent moral character.
  • Age should be not less than 35 years and not more than 50 years.

Salary will be based on current industry standards and includes travel allowances.
