Vacancy for the Post of Executive Projects and Procurement

Founded in 2006, the Sri Lanka Computer Emergency Readiness Team (Sri Lanka CERT) is Sri Lanka's National CERT which has the mandate to protect the nation's cyber space.

Sri Lanka CERT is currently seeking a passionate, committed, and responsible individual to join its team as Executive – Projects & Procurement. This role offers a valuable opportunity to contribute to the effective planning, coordination, and implementation of organizational projects, while supporting efficient, transparent, and timely procurement processes. The successful candidate will play an important role in facilitating project activities and procurement operations that support the strategic objectives and operational requirements of one of the nation's premier cybersecurity organizations.

Job Responsibilities

  • Assist in planning, coordinating, and monitoring projects and procurement to ensure timely delivery of objectives.
  • Prepare project reports, budgets, work plans, and progress updates.
  • Coordinate procurement activities, including obtaining quotations, preparing purchase orders, and processing procurement documentation.
  • Liaise with suppliers, contractors, and internal stakeholders to support project implementation and procurement requirements.
  • Process invoices, payments, reimbursements, and maintain accurate financial and procurement records.
  • Maintain project documentation, contracts, fixed asset registers, and inventory records.
  • Ensure compliance with organizational policies, Government Procurement Guidelines, and applicable financial regulations.
  • Support project monitoring, reporting, and performance evaluation activities.
  • Assist with internal and external audits by maintaining accurate records and providing required documentation.

Educational Qualification and Experience Requirement

  • A Bachelor's Degree (SLQF 5 or 6) in Business Administration, Public Administration, Finance, Procurement, Supply Chain Management, or any other field relevant to the post, obtained from a local or foreign university, recognized by the University Grant Commission (UGC) in Sri Lanka.

WITH

  • At least two (2) years executive experience in projects and procurement within a public corporation, statutory board, fully government owned company, or a reputed private sector service provider, commercial establishment, after obtaining the first Degree.

Age

  • Age should be not less than 25 years and not more than 40 years.

Other Skills / Abilities

  • Working knowledge of project coordination, planning, scheduling, monitoring, and reporting.
  • Basic understanding of procurement concepts and project implementation processes.
  • Good communication and interpersonal skills to coordinate with internal and external stakeholders.
  • Ability to organize, prioritize, and manage multiple tasks within established timelines.
  • Strong analytical, problem-solving, and documentation skills.
  • Ability to prepare procurement/project reports, maintain records, and monitor project/procurement progress.
  • Knowledge of Government Procurement Guidelines, procurement procedures, and contract administration.
  • Proficiency in Microsoft Office 365 (Word, Excel, PowerPoint, Outlook) and the ability to use procurement, finance, or ERP systems.

Candidates should fulfill the following general requirements:

  • Should be a citizen of Sri Lanka.
  • Should be physically and mentally fit to discharge the duties of the post well and to serve in any part of the Island.
  • Should be of excellent moral character.

Salary will be based on current industry standards and includes travel allowance.
