Consultancy Assessment of the climate vulnerability of smallholder farming systems and the feasibility of providing climate information services to transform rural agricultural farming systems dependent on Village Tank Cascades in Sri Lanka, from subsistence to enterprising.

Tetra Tech ARD Inc. invites (RFP No. CAPSL RFP-2024-02) qualified individuals to submit technical and financial proposals for providing consultancy services required for "Assessment of the climate vulnerability of smallholder farming systems and the feasibility of providing climate information services to transform rural agricultural farming systems dependent on Village Tank Cascades in Sri Lanka, from subsistence to enterprising."

BACKGROUND AND CONTEXT:

United Nations Development Programme (UNDP) and DFCC Bank PLC (DFCC), as accredited entities of the Green Climate Fund (GCF), in consultation with key government stakeholders (i.e., Ministry of Agriculture, Ministry of Environment, Presidential Secretariat, etc.), have embarked on an initiative to develop a project on climate change adaptation (CCA), targeting smallholder agriculture producers in the D/I zones, who are highly vulnerable to climate change and market dynamics. The project envisages providing concessional financing to ensure that investments necessary for CCA will be available and affordable to smallholder farmers. The project aims to transform subsistence-level RALS to RAES with business rationales (i.e., viable models, bankable projects), by attracting private investment and empowering smallholder farmers.

The USAID Climate Adaptation Project supports UNDP and DFCC in conducting the proposed assessment, as a prerequisite to develop the CCA project concept for GCF. Against this backdrop, USAID Climate Adaptation Project calls for applications from qualified individual consultants to assess the climate vulnerability of smallholder farmers/farming systems and the feasibility of providing climate information services as an essential service to transform RALS to RAES in communities dependent on Village Tank Cascade Systems.
