Consultancy for Data Management, MEAL, and Analytics Specialist
Introduction to the Assignment
The consultancy is to develop a monitoring and evaluation systems and data frameworks that track the performance, reach, outcomes, and impact of Chrysalis Advisory Services (CAS). This consultancy will support evidence-based decision-making, ensure accountability to clients and stakeholders, and contribute to programme quality by producing timely, gender-disaggregated data collection, analysis and insights.
The current process to be improved upon is as follows:
- Assignment tracking: Every new assignment that comes in for advisory services (expert advice, research, or trainings), is listed against a criteria and data is collected on reach, participation, income and lessons. Information is typically gender and age-disaggregated, although this depends on the specific requirements of the assignment.
- Profiles: Short and long briefs are written on each assignment, outlining the methodology, partners, reach, etc. for easy reference.
- Database of consultants/partners: A database of consultants, both those formerly worked with as well as potential, offers the ability to filter between consultants based on their expertise and interest areas. The data for this is manually entered in the same database based on their CVs.
Deliverables
- Fully functional MEAL system, tailored to the structure and strategic goals of CAS, with tutorials provided to relevant staff members.
- Templates, standard tools, processes, and protocols designed and handed over to CAS, with their insight and approval.
- Functioning dashboard that can track both programmatic outcomes and financial performance.
- Full report on current practice with clearly laid out areas for improvement.
- Revision of existing data collection tools and process laid out.
- Suggested revisions of existing databases.
- Formats of both digital and paper-based data collection tools.
- Fully functional dashboard.
- Samples of project-specific MEL plans, indicators, and performance trackers linked to dashboard.
- Recommendations for training sessions on data collection, dashboard, tool use, and processes.
