PURPOSE OF THE ROLE

Leads market risk management with the objective of identifying, measuring, and managing market risk exposures, implementing risk assessment models, assessing counterparties' creditworthiness, articulating risk appetite, developing risk policies, conducting stress testing, and coordinating with the Treasury Department in order to minimize market risks and business disruptions, contribute to treasury policy and ensure process efficiency and compliance in alignment with laws, regulations, standards, best practices and business objectives.

The Job Role:

Strategy & Planning

  • Provide inputs in creating UBs risk management strategy & create a roadmap to minimize risk
  • Collaborate with stakeholders to develop and implement new policies, procedures, and guidelines to address emerging risks and evolving regulatory landscape
  • Oversee end to end execution / implementation of business plans
  • Participate in risk management function’s budgeting cycle & process and provide inputs on budget allocation for own sub-function/team

Market & Treasury Risk Management

  • Lead the identification, measurement, and management of market risk exposures across various financial instruments and trading activities
  • Develop and implement comprehensive market risk assessment models and methodologies to accurately quantify and monitor market risk
  • Assess the creditworthiness of counterparties and ensure that the exposures are within the risk appetite level of the bank while ensuring profitability levels
  • Review, implement, and monitor the Treasury limit structure of the bank, including compliance with risk appetite and regulatory requirements
  • Monitor the control and oversight of Treasury operations, assessing counterparty risk and ensuring the portfolio aligns with risk tolerance
  • Ensure the bank maintains sufficient liquidity to meet short-term and long-term obligations, conducting periodic stress testing analysis to assess liquidity adequacy during crisis situations

Process Efficiency & Compliance

  • Implement controls and processes to ensure adherence to internal guidelines and regulatory framework governing market risk and treasury operations, promoting process efficiency and compliance
  • Conduct regular reviews and assessments to verify compliance with internal policies and external regulations governing market risk and treasury activities
  • Oversee the preparation and submission of all required regulatory returns related to market risk and treasury, ensuring accuracy and timeliness
  • Ensure that all regulatory reports are accurate, complete, and submitted within specified deadlines, maintaining compliance with regulatory reporting requirements
  • Maintain up-to-date knowledge of regulatory reporting requirements, ensuring compliance with evolving regulations and industry standards
  • Liase with regulatory bodies as needed to address queries, provide additional information, and maintain a strong working relationship

Data Analysis & Management Information

  • Generate periodic reports for senior management, ALCO, BIRMC, BOD, and other stakeholders to provide insights on market risk exposures and performance and enabling data driven and strategic decision making
  • Conduct stress testing and scenario analysis to assess the impact of market changes on the bank’s financial position and risk profile
  • Develop and submit Market Risk Dashboards, providing timely and comprehensive information on market risk metrics and trends

Risk Appetite & Policy Framework

  • Establish and articulate the bank’s risk appetite for market risk, defining acceptable levels of risk exposure in alignment with strategic objectives and financial goals
  • Develop and maintain the bank’s risk policy framework, ensuring that policies and procedures effectively govern market risk management activities
  • Develop quantitative and qualitative metrics to measure and monitor market risk appetite, including risk limits, thresholds, and key risk indicators
  • Ensure the risk appetite framework is effectively communicated, monitored, and integrated into risk management practices
  • Review and update Treasury & ALM policies, Code of Conduct to ensure compliance with regulatory standards and industry best practices
  • Monitor and implement risk policies and procedures ensuring uniform and thorough application throughout the bank

Stakeholder Collaboration

  • Coordinate with the Treasury Front Office to align trading and investment strategies with the bank’s overall goals and risk appetite
  • Collaborate with the Treasury Back Office to ensure accurate settlements, record keeping, and reconciliation of transactions
  • Work closely with other departments, including Finance, Corporate Planning, Compliance, and Internal Audit, to ensure a cohesive approach to risk management
  • Liase with external stakeholders, such as regulators and external auditors, on matters related to market risk and treasury operations

The Candidate Profile

Education: An advanced degree in Accounting/ Financial Management/ Business Administration (MBA) or Professional Qualification in Banking (e.g., CIMA, ACCA) along with one of the certifications as mandated by CBSL: Operations Certificate offered by the Financial Market Association (ACM) Certificate in respect of a foreign exchange dealing/operations conducted by the Center for Banking Studies of the Central Bank of Sri Lanka / Diploma in Treasury and Risk Management awarded by the Institute of Bankers Sri Lanka

Preferred: Master’s degree in business administration

Experience

  • Essential: 10+ years of experience in banks/ financial institutions with at least 5+ years of exposure to Treasury/ Market risks at a managerial level
  • Preferred: 12+ years of experience in banks/ financial institutions with at least 5+ years of exposure to Treasury/ Market risks at a managerial level
