Colombo Port City Development Project

The Port City Colombo project is the flagship project of China Harbor Engineering Company Limited in Sri Lanka. Colombo Port city is a brand-new city development built as an extension of the Central Business District of Sri Lanka’s vibrant commercial capital, Colombo. Spanning 269 hectares of reclaimed land from the sea and the Port City Colombo will be the most livable city in South Asia.

Senior Quantity Surveyor
Job Summary
Your position will be a Senior Quantity Surveyor working for the Main Contractor. The main work of the project is the design and build of infrastructure and landscape works of Phase II of the Colombo Port City Development Project.
Duties and Responsibilities
- Lead quantity take-offs and prepare Bills of Quantities (BoQ) using CESMM4 standards.
- Oversee rate, cost, and cash flow analysis for project budgeting and forecasting.
- Manage preparation and submission of Interim Payment Applications (IPA) and Certificates (IPC).
- Develop and negotiate variations and claims per FIDIC. Administer contracts and ensure timely issue resolution in line with FIDIC compliance.
- Mentor junior QS and assist the department manager with strategic documentation.
- Liaise with the Engineer, subcontractors, and other stakeholders to ensure seamless coordination and dispute resolution.
Required Qualifications
- BSc in Quantity Surveying or Construction Management from a recognized university.
- Minimum 7 years of Quantity Surveying experience, with 3 years in a senior role.
- Expertise in CESMM4 for large-scale infrastructure projects.
- In-depth knowledge of FIDIC for contract administration.
- Strong leadership, communication, and negotiation skills.
- Proficiency in cost analysis tools (e.g., CostX, Excel) and attention to detail.
- Experience in civil, landscape, and MEP works.
- High level of proactiveness, cooperation, and attention to detail in delivering project objectives.
