About the Role:
The Database Officer is tasked with the maintenance and analysis of operational data for our humanitarian demining operations. Accurate and informative reports and maps must be produced to support these efforts effectively. The proper recording, processing, analysis, and dissemination of data are fundamental to the success of HALO mine action operations, and the Database Officer is essential for achieving these goals.
After receiving comprehensive training, the Database Officer will be expected to fully grasp the range of HALO mine action operational activities and the relevant data and information produced. This knowledge will enable efficient handling of the database and contribute to the success of demining missions.
Direct reporting is made to the Information Management & GIS Manager, ensuring close collaboration for seamless data integration and the timely delivery of valuable insights.
Key Responsibilities:
- Oversee the QC and QA of operational data and resolve issues.
- Develop tools to help the programme conduct data QC and QA more effectively.
- Work closely with the programme team to develop reporting, statistical analysis, and (GIS) mapping tools.
- Conduct statistical/data analysis as directed by programme management.
- Monitor the data collection from the field to the office in ArcGIS Survey123 App.
- Support the development of data collection forms and GIS tools.
- Develop BI tools and dashboards to display achievements of the programme using MS Power BI.
- Help to resolve critical errors from teams in the field to ensure accurate data entry.
- Provide training on the use of tools/systems to staff.
- Work with the national mine action authority to import/transfer HALO’s data into the national database.
- Design and maintain databases and datasets as required.
- Management of data in HALO’s Global Operations Information Management System (GO-IMS).
- Use HALO internal data, open source, and other data with Information Management and GIS tools to produce the presence and impact of mines and other explosives.
Qualifications & Skills:
- Bachelor’s degree in computer science, Information Systems, GIS, or related discipline. The lower level of education with relevant experience may be considered.
- Minimum 02 - 03 years’ IM or data management experience within INGO or commercial sector.
- Experience and knowledge of database management systems with fluency in PostgreSQL (or Microsoft SQL Server, MySQL).
- Advanced SQL and data querying/extraction skills.
- Experience in managing large datasets.
- Experience with database design of relational databases.
- Knowledge and experience in the use of GIS software, especially ArcGIS Pro and ArcMap.
- Experience in the use of mobile data collection tools such as Survey123, Microsoft Forms/Google Forms.
