Monitoring and Evaluation (M&E) Consultant
Contract Type: Individual Consultant (IC) – Lump Sum/month with fixed number of days work

Duty Station: Colombo, with travel to project locations as required

2. Objective of the Consultancy
The objective of this consultancy is to support the organisation’s M&E capacity by refining existing frameworks and tools, ensuring alignment with project indicators and logframes, streamlining data systems, and contributing to knowledge management and reporting functions in accordance with donor expectations and GIZ guidelines.
3. Scope of Work and Key Responsibilities
The Consultant shall be responsible for the following specific tasks:
3.1 Project-Specific Responsibilities
- Develop and operationalise tools for data collection tailored to each activity/intervention of the project.
- Refine the project logframe, including revising indicators, baselines, and targets in line with GIZ results-based management (RBM) standards.
- Define and improve methods of verification and strengthen the means of tracking project KPIs and indicators across all output and outcome levels.
- Draft CRM (Community Resource Management) reader materials including manuals, data collection guides, and user-oriented guides for facilitators.
- Integrate and align the project’s M&E framework with the broader organisational M&E strategy, including ongoing support for its implementation.
- Attend weekly and any donor scheduled meetings (Fridays and other select days with prior notice).
- Attend to phone, online and in person meetings with implementing teams to improve standards of practice or monitoring tools.
- Support the establishment of a centralised M&E dashboard or tracking system (if applicable).
- Facilitate capacity building sessions and mentoring for project staff on M&E tools, data quality assurance, and reporting protocols.
- Provide technical input into donor reports, internal reviews, and learning documents related to GIZ-funded activities.
4. Deliverables and Timeline
- Deliverable: Inception Report
Description: Detailed work plan and proposed/improved frame in consistence to GIZ frame
Due Date: Within 2 weeks of contract start - Deliverable: M&E Tools and Templates
Description: Data collection formats for each project activity
Due Date: Within 2 weeks of contract start - Deliverable: Revised Logframe
Description: Updated logframe with indicators, KPIs, baselines, targets, and means of verification
Due Date: Within 2 weeks of contract start - Deliverable: CRM Reader Material
Description: CRM training material/manuals for internal use
Due Date: Within 1 week of contract start - Deliverable: Capacity Building
Description: Conduct at least weekly M&E meetings sessions for staff
Due Date: Weekly session during contract - Deliverable: Final Report
Description: Summary of activities, results, and recommendations for institutional M&E strengthening
Due Date: Monthly end reporting and 15th Aug 2025 final reporting
5. Duration and Payment Terms
The consultancy is for a period of [3 months], starting from 1st June 2025, with possible extension based on performance and organisational needs.
Payments will be made upon satisfactory completion of deliverables, as per the following schedule:
6. Qualifications and Experience
- Minimum 5 years of professional experience in M&E, preferably with INGOs, UN agencies, or donor-funded programmes in Sri Lanka.
- Demonstrated experience in logframe development, indicators, and use of RBM frameworks.
- Familiarity with GIZ M&E methodologies and tools is a strong asset.
- Excellent written and verbal communication skills in English and Tamil; knowledge of Sinhala is an advantage.
7. Confidentiality and Data Protection
The Consultant shall treat all information and documentation obtained during the course of the assignment as confidential and shall not disclose any such information to any third party without the prior written consent of the organisation.
8. Intellectual Property
All outputs, tools, frameworks, and materials developed under this consultancy shall remain the intellectual property of VILUTHU. The Consultant shall not use or reproduce any part of such material for any purpose other than those explicitly approved in writing.
9. Termination
Either party may terminate this agreement with [10 days’] written notice. In such case, payment will be made for deliverables completed and accepted up to the termination date.
