Finance Officer

Reports to:

Finance & Admin Coordinator & Project Manager/s (on matrix supervision).

Position Overview:

The position is overall responsible for handling financial transactions and providing finance and accounting services to the country office. This includes budget preparation, processing financial transactions, finance reporting, cash management, NGO Government reporting and assisting for financial monitoring of the projects and its partners that include field audits of the project/s. It also involves provision of technical support to the project teams and its local partner organizations for effective budgeting, financial management and auditing of the transactions.

Main Responsibilities:

  • Prepare and submit the monthly fund requirement in line with budgeted activities.
  • Assist the Project manager and project officers in preparing timely advance requests and expense statements as required.
  • Manage the petty cash float and retain proper accounting records that are used to record the transactions in the Banana system.
  • Monitor the expenses against the budget and share same with the Project Manager and Finance Coordinator.
  • Maintain finance related project files.
  • Operate and maintain the HELvetas accounting system (Banana) bookkeeping, payables, receivables, payroll, banking, and budgeting of the project.
  • Prepare & submit Quarterly NGO reports and annual action plans to NGO Secretariat on a timely basis.
  • Coordinate with service providers and project stakeholders as required.

Qualifications:

  • Should hold a Diploma or Degree in the field of Finance and Accounting or equivalent professional qualification.
  • Knowledge and minimum of one year of work experience in the development sector on accounting systems especially project accounting.
  • Well organized, methodical, and tidy in his/her approach to work.
  • Proficiency in verbal and written communication skills in English and at least one local language.
  • Strong IT skills (MS Office, E mail/Internet) and prior experience in the use of accounting package.
  • A good problem solver, analytical, creative, and innovative.
  • Strong interpersonal skills, ability to work independently and as part of the team and to work across disciplines, cultures, and stakeholders at all levels.
  • Capable of managing confidential information and data.
  • Willingness to travel to locations outside Colombo district to conduct regular financial monitoring.
