Vacancy Advertisement for Safeguarding Officer
The HALO Trust is the world’s largest and oldest international humanitarian mine action non-government organization (NGO). For over thirty years, we have been saving lives and helping war-torn communities recover, by making their land safe. Our mission is to protect lives and restore the livelihoods of those affected by conflict. HALO has been working in Sri Lanka since 2002 and now has over 1,000 staff working in the Northern Province with offices in Jaffna, Kilinochchi and Mullaitivu.
We are looking to recruit a Safeguarding Officer for our office in Jaffna, Kokku-thoduvai and Mullaitivu. As a leadership role, the primary responsibility of the HR/Safeguarding Officer is to ensure compliance with HALO Sri Lanka’s Safeguarding processes, providing support and guidance to vulnerable staff and beneficiaries in line with HALO policies and Charity Commission requirements.

Reports to:
International HR Manager
Works closely with:
all HALO staff and International HR Manager.
Safeguarding responsibilities:
- Focal point for any Safeguarding incident involving HALO staff.
- Conduct check-ins with vulnerable staff.
- Deliver onboarding and annual Safeguarding training to all staff.
- Manage publication and availability of processes, policies, and support mechanisms.
- Ensure processes and policies are developed in line with global standards and local laws.
- Build relationships with civil societies, NGOs, and other relevant groups for specialist support.
- Provide advice to senior leadership teams on good Safeguarding practice.
- Develop Safeguarding strategy, ensuring protection of beneficiaries and vulnerable staff.
- Act as an impartial representative for investigations and disciplinaries relating to Safeguarding complaints.
- Working closely with HR teams and senior management, ensure Safeguarding considerations are included in all programme activities.
Reporting responsibilities:
- Record and monitor Safeguarding issues.
Required:
- Applicants must be fluent in Tamil and English.
- A degree in relevant discipline such as social science studies, legal, HR, Education, or any other related field or demonstrable equivalent work experience.
- Minimum 2 years’ experience working in this function. Experience in the NGO/humanitarian sector is desirable.
- Good communication and report-writing skills are essential.
- Previous experience in a role relating to Safeguarding.
- Willing to conduct occasional field visits to HALO staff during the working day.
- Basic knowledge of Microsoft systems: Excel, Word, Outlook.
Preferred:
- Good writing, project coordination, or data management skills are an advantage.
- English language skills are an advantage.
