Partnerships for Municipal Innovation – Women in Local Leadership - (PMI-WILL)

BACKGROUND: The Partnerships for Local Innovation – Women in Local Leadership project is a project with a financial contribution from Global Affairs Canada (GAC) and in-kind contributions from the Federation of Canadian Municipalities (FCM). The project aims to improve the quality of life of women and girls in five countries: Benin, Cambodia, Ghana, Sri Lanka, and Zambia. It has two intermediate outcomes: increased participation by women in these five countries, particularly those from marginalized groups, as leaders and decision-makers in local governance; and increased effectiveness of local governments in targeted countries in delivering inclusive gender-responsive public services.

To achieve these outcomes, FCM will engage with a network of stakeholders in each country and benefit from the contributions of Canadian municipal experts. Key interlocutors in each country will include: local governments, Local Government Associations (LGAs), civil society organizations that work directly on women’s needs, political parties, and national authorities including ministries responsible for local government and women’s issues, and local government training institutes. Through Memorandums of Understanding, sub-agreements, and contracts, FCM will implement the project in collaboration with LGAs, Women’s Rights Organizations (WROs), and other local service providers.

SCOPE OF WORK:

Under the direction of the Executive Director, supervised by the NPC, and in coordination with other project staff and partners, the Program Officer for Gender Equality (POGE) is responsible for the coordination, implementation, and monitoring of assigned project activities as described in the Annual Work Plan. The POGE will primarily be responsible for the women’s leadership in municipal governance activities. The PO will maintain effective partnerships with local governments, CSOs and WROs, and other stakeholders and ensure the successful implementation of project outcomes.

MAIN RESPONSIBILITIES:

  • Works closely with the project team including Gender Equality Advisor and Technical Advisor – Local Governance to ensure the implementation of program strategies and activities that strengthens the capacity of local governments, women’s networks, and civil society actors;
  • Contributes to the development of the annual work-plan for the country in collaboration with the country team;
  • Coordinates the implementation of the assigned activities, particularly the women’s leadership in municipal governance activities, as set out in Annual Work Plans following project procedures, formats and templates;
  • Establishes and maintains relationships with local government officials, civil society actors and other stakeholders to ensure the successful achievement of project outcomes;
  • Assists the NPC to support Canadian municipal volunteers during their capacity building missions;
  • Ensures the collection of M&E data and contributes to written reports and the creation of Knowledge Products;
  • Participates in the annual Project Advisory Committee meeting;
  • Engages 100% of working time allocated in the PMI-WILL project.

Qualifications and Experience:

  • A Master’s degree in gender studies and/or social/humanitarian studies with 02 years professional experience or
  • A bachelor’s degree in gender studies and/or social/humanitarian studies with a minimum of 5 years of professional experience relating to gender equality, social inclusion, and or women’s leadership, preferably in the local government sector.
  • Demonstrable knowledge and application of gender equality and inclusion within the context of governance/government agencies.
  • Experience delivering capacity development or international projects, preferably research, planning, implementing, budgeting, monitoring, evaluating, and reporting.
  • Excellent interpersonal skills and experience facilitating meetings and consultations in a participatory, inclusive and gender responsive manner.
  • Good oral and written communication skills in English, Sinhala or Tamil.
  • Able to review and analyze documents in English and Sinhala.
  • This position involves frequent travel locally, therefore ability to travel is a requirement.
