Qatar Charity (QC) Sri Lanka is an International Non-Governmental Organization. It has been in Consultative Status with the United Nations Economic and Social Council (ECOSOC) since 1997. Also, it was a member of the General Founding Conference of the Arab Network for NGOs. QC is considered one of the biggest charitable organizations in the Gulf and Arab world. Sri Lanka office has been conducting many programs and projects in humanitarian and development sectors since it was established in 2018.

QC Sri Lanka Office invites eligible candidates to apply for the following position:

  • Title: Site Engineer (On-site)
  • Location: Based in Ampara
  • Contract Duration: 12 Months – Contract Based
  • About the Role: We are seeking a qualified and motivated Site Engineer to join our team and oversee on-site construction activities. The ideal candidate will ensure that the project is completed on time, within budget, and to the required quality standards.
  • Deadline for application: 14th July 2025.

The Main tasks and responsibilities:

  • Monitor daily site activities and ensure compliance with the approved drawings and specifications. The responsible engineer should visit each project regularly.
  • Ensure that the contractor is performing work as per the project schedule and milestones.
  • Supervise quality and workmanship of civil, architectural, and MEP works.
  • Check and verify levels, layout, and alignment before and during construction.
  • Verify compliance of contractor's work with construction drawings, BOQ, specifications, and contract conditions.
  • Ensure that all materials and workmanship are in accordance with design standards and project specifications.
  • Maintain daily/weekly site reports, photos, and inspection logs.
  • Report progress, delays, or deviations to project manager.
  • Keep records of RFIs, site instructions, NCRs, test results, and approvals.
  • Liaise between contractor and consultant for technical clarifications and site issues.
  • Coordinate inspection requests and witness tests as per QA/QC plan.
  • Support resolution of on-site conflicts or design discrepancies.
  • Monitor that contractor is implementing health and safety practices in accordance with regulations and the HSE plan.
  • Raise safety concerns and participate in toolbox talks, if needed.
  • Perform any ad hoc tasks as assigned by the direct supervisor or manager.

Skills & Minimum Qualifications:

  • Minimum University Degree in Civil Engineering or QA/QC (Quality Assurance/Quality Control) or equivalent qualification.
  • Strong communication skills with fluency in English, Sinhala, and Tamil. Ability to communicate in Arabic is an added advantage.
  • Willingness and ability to travel frequently between districts to oversee and manage multiple construction sites.
  • Strict adherence to all policies, systems, and procedures currently in force at Qatar Charity.

Essential Experiences:

  • Minimum of five (5) years of professional on-site experience as a Site Engineer in civil construction with a reputable company or organization. Experience working with INGO/NGO projects is an added advantage.

Essential skills and competencies:

  • Excellent written and verbal communication skills, with proficiency in clear and direct communication.
  • Strong technical skills in Civil Engineering, effective time management, and thorough knowledge of safety management practices.
  • Proficient in MS Office applications, email communication, AutoCAD software, and other relevant engineering tools.
  • Ability to plan, evaluate situations, and make sound decisions effectively under pressure.
  • Ability to prepare and submit periodic reports accurately and on time.
  • Demonstrates flexibility and the ability to prioritize tasks effectively to meet deadlines.
