01. ChildFund International

ChildFund International is a non-sectarian and non-profit development organization working in 24 countries worldwide to improve the well-being of about 15.2 million children and families, regardless of race, creed, religion, and gender. ChildFund Sri Lanka, 1 of 24 country offices, started its operations in 1985 and since then it implements developmental programs towards positive outcomes for deprived, excluded, and vulnerable children. All programs are designed in line with the ChildFund global strategy and implemented with the collaboration of local partners, government, and non-government organizations. ChildFund Sri Lanka aims to deliver quality evidence-based programming in the core program areas of Fostering Care and Development of Infants and Young Children, Enhancing Educational Achievements of Children, and Advancing Leadership & Livelihood Skills of Youth.

02. Objectives of the Assignment

ChildFund Sri Lanka intends to hire a consultant to develop & contextualize a Youth Engagement Strategy focused on resilience building and inclusive youth leadership tailored to ChildFund Sri Lanka and facilitate a rollout of capacity-building—primarily through a Training of Trainers (ToT) model. This long-term approach ensures internal ownership and sustainability.

Youth Engagement is one of the result areas under CFSL country results framework. Leveraging the momentum of the “AYEVAC – Alliance of Youth to End Violence Against Children,” a dynamic youth network established by ChildFund Sri Lanka, the project builds on recent revitalization efforts to enhance capacity in implementing the strategy and engaging AYEVAC youth.

03. Overall Responsibility of the Consultant

3.1 Task 1 – Youth Engagement Strategy on resilience building developed and contextualized (1 month)
  • Review global good practices on youth engagement strategies, resilience building, and youth leadership frameworks
  • Facilitate consultations with AYEVAC youth, CFSL staff, local partners, and community leaders to gather needs and ideas.
  • Develop a strategy covering:
    • Objectives, outcomes, target groups, and inclusion measures (gender, disability, youth leadership)
    • Operational structure, roles, milestones, and resource requirements
  • Present to stakeholders for input and finalize revisions.
3.2 Task 2 – Strengthen AYEVAC as Leadership Platform (1 month)
  • Analyze AYEVAC’s current governance, mentoring, and inclusion in humanitarian/resilience contexts.
  • Propose youth-led governance structures, peer mentorship systems, and mechanisms to integrate AYEVAC into CFSL’s resilience and humanitarian programming—based on best practices that link youth leadership to more relevant, impactful crisis responses.
  • Facilitate AYEVAC workshops where youth co-test and refine these governance and mentoring models.
  • Deliver a brief progress report summarizing participant feedback and clear steps to formalize AYEVAC as an inclusive leadership platform.
3.3 Task 3 – Staff Capacity Building (1 month)
  • Design a Training of Trainers (ToT) plan covering:
    • 2 – 3 modules
    • Participatory methods, inclusive facilitation, practical tools
  • Produce training materials: slides, facilitator guides, exercise toolkits
  • Deliver a ToT workshop for staff and partner organizations
  • Provide a final progress report with participant feedback, and recommendations.

04. Responsibilities of the Consultant

  • The consultant will design and deliver a comprehensive Training of Trainers (ToT) plan for ChildFund Sri Lanka staff and key partner organizations to ensure sustainability and internal capacity to implement the strategy.
  • The consultant will engage with AYEVAC youth, CFSL staff, and other relevant stakeholders to ensure that the strategy and the ToT process are relevant and responsive to their needs and priorities.
  • The consultant will provide clear and detailed progress reports, including participant feedback and recommendations for future activities.

05. Responsibilities of ChildFund Sri Lanka (CF)

  • Provide ongoing guidance, support, and resources to the consultant throughout the consultancy, including access to necessary documentation, contacts, and information.
  • Facilitate the consultations with AYEVAC youth, CFSL staff, local partners, and community leaders to gather needs and ideas for the Youth Engagement Strategy.
  • Ensure that logistics for the ToT workshops (e.g., venue, materials, and equipment) are arranged, including identifying participants from staff and partners for training.
  • Provide timely feedback during the review process for the Youth Engagement Strategy, AYEVAC platform recommendations, and ToT materials.
  • The consultant will work under the direct supervision of relevant ChildFund Sri Lanka staff, ensuring regular communication and collaboration throughout the assignment.

06. Deliverables

  • Finalized Youth Engagement Strategy
  • Strengthened AYEVAC youth movement as a platform for inclusive youth leadership in humanitarian and resilience contexts
  • Staff ToT plan & session outlines
  • Complete training materials
  • Deliver Staff ToT workshop
  • Final training report

07. Consultancy Fee and Other Conditions

Fee: Negotiable; based on qualifications and experience

Payment Milestones:

  • 30% after submitting Final Youth Engagement Strategy
  • 40% after delivery of training materials and AYEVAC workshop
  • 30% upon final training report acceptance

08. Qualifications and Experience

  • Possess higher level academic qualification, preferably a Master’s degree in the field of Youth Development, Social Inclusion, Community Resilience, or related.
  • At least 7 years’ experience developing youth engagement strategy development, including resilience contexts (e.g., UN youth strategy experience)
  • Strong facilitation skills and familiarity with inclusive participatory methods.
  • Excellent communication and writing abilities in English; Sinhala/Tamil preferred

The consultant will be hired based on ChildFund’s standard procedures in hiring consultants for consultancy assignments.
