Consultant - Habitat for Humanity Sri Lanka Feasibility Study

1. Background

Habitat for Humanity Sri Lanka (HFH SL) is currently in hibernation mode, with no active programming or fundraising operations. As part of Habitat for Humanity International’s strategic review of country-level engagement, HFH SL seeks to assess the viability of HFH in Sri Lanka through a technically sound, financially sustainable, and contextually relevant model.

2. Objectives

The consultancy will deliver a comprehensive feasibility study that:

  • A. Provides evidence and analysis on the financial viability of HFH working in Sri Lanka. Identify and evaluate fundraising options for HFH SL, including bilateral, multilateral, corporate, and unrestricted sources.
  • B. Analyzes the potential for scale of impact and level of contribution to HFH's global strategy.
  • C. Outlines the potential for Habitat to work in Sri Lanka, providing recommendations for different operating models. Assesses a minimum viable operating model and outlines technical, financial and strategic implications; includes detailed funding strategies and donor segmentation.
  • D. Other tasks as may be included to inform decision-making and donor engagement.

3. Scope of Work

a. Context Analysis

  • i. Emerging trends – Map out emerging trends including policy analysis and government priorities to identify potential impact on HFH Sri Lanka’s operations and funding opportunities.
  • ii. Donor Mapping and Segmentation – Identify and categorize potential donors by type and alignment.

b. Donor Mapping and Segmentation

  • Bilateral agencies — top bilateral donors (e.g., DFAT, FCDO, GIZ, JICA, NORAD)
  • Multilateral institutions (e.g., UNDP, ADB, World Bank, EU)
  • Corporate CSR and ESG-aligned funders
  • Philanthropic foundations and impact investors
  • Other donors as relevant
  • Segment donors by thematic alignment (housing, climate resilience, disaster recovery, urban development, etc.).
  • Review regulatory and compliance requirements for housing projects.
  • Identify potential funding channels and partnerships aligning with Habitat’s mandate.

c. Donor Engagement and Pipeline Development

  • Development of donor engagement strategies and a funding pipeline with short-, medium-, and long-term opportunities.

d. Minimum Financial Viability Requirement

The feasibility study will define the minimum financial viability requirement for HFH Sri Lanka to operate under each proposed model, including funding mix, governance considerations, and risk management.

e. Organizational Model Assessment

  • TCIS-Only Model — Focus on operating through a TCIS-like arrangement with appropriate governance and programmatic considerations.
  • Independent National Organization (INO) — Governance, funding, and staffing implications for a stand-alone national entity.
  • Other models as appropriate to context.

f. Comparative Analysis

  • Assess fundraising potential and sustainability across operating models.
  • Evaluate risks and advantages vis-a-vis Habitat’s mission and Sri Lanka context.

4. Deliverables

  • Inception Report: Methodology, stakeholder engagement plan, and timeline.
  • Interim Presentation: Preliminary findings and validation with stakeholders.
  • Final Feasibility Report: Comprehensive findings, including executive summary, context, donor landscape, operating models, financial viability, risk assessment, and recommendations.
  • Annexes: donor profiles, funding pipeline, regulatory considerations, and stakeholder interviews summaries.

5. Timeline

The consultancy will span approximately several weeks with key milestones including inception, data collection, donor mapping, drafting, validation, and final reporting.

6. Reporting and Coordination

The consultant will report to the HFH Sri Lanka Board and coordinate with HFH Global teams and Area Vice President; regular check-ins and feedback loops will be maintained.

7. Consultant Profile

The ideal consultant will have:

  • 10+ years of experience in fundraising strategy, international development, and organizational design.
  • Proven expertise in donor mapping, fundraising strategy, and stakeholder engagement.
  • Familiarity with Sri Lanka’s development context and regulatory environment.
  • Strong analytical, writing, and communication skills.
