HALO specialises in the removal of explosive remnants of war and the clearance of landmines, helping communities recover safely and rebuild their lives. Globally, HALO employs almost 10,000 staff across 28 countries, with all programmes supported by HALO’s headquarters in the United Kingdom. HALO began operations in Sri Lanka in 2002, initially undertaking an extensive minefield survey. This survey provided much of the baseline minefield data now held in the national database and supported the establishment of HALO’s large-scale humanitarian mine clearance programme in the country.
Currently, HALO Sri Lanka employs under 600 local staff, including skilled survey teams, Explosive Ordnance Disposal teams, manual and mechanical mine clearance teams, and support staff. HALO Sri Lanka’s programme headquarters is based in Mullaitivu, with operations focused across the Jaffna, Kilinochchi and Mullaitivu Districts. The programme continues to support Sri Lanka’s national mine action goals by helping affected communities safely return to their land and rebuild their lives. Duties and responsibilities:
- The GIS Specialist is primarily responsible for the management, maintenance and analysis of programme operational data, and the production of accurate, informative mapping to assist humanitarian demining operations.
- Solid information management is fundamental to HALO mine action operations – the GIS Specialist is the means by which HALO’s operational activities are properly recorded, processed, analyzed and disseminated.
- The GIS Specialist will, after training, be expected to fully grasp the range of HALO mine action operational activities and the relevant data and information produced.
- The GIS Specialist reports directly to the IM/GIS Manager.
- Support field operations with training, data, maps and GIS tools.
- Support field teams with the setup and use of ArcGIS Survey123, ArcGIS Field Maps, and Trimble GNSS receivers.
- Conduct the QA & QC of spatial data coming from the field to ensure the data is fit for the purpose.
- Produce GIS mapping products for programme management and reporting.
- Maintain GIS web maps and feature services and make suggestions for improvements.
- Maintain Survey123 and ArcGIS Field Maps offline maps for use in the field by operations teams.
- Prepare weekly/monthly reports.
- Prepare and maintain clearance progress maps, forecasting tools, task trackers, and hosted tables on the GIS portal.
- Liaise with internal and external stakeholders, including senior management, the National Mine Action Centre (NMAC) and SLA military personnel.
- Perform any other related GIS duties as required.
Education Requirement:
A bachelor’s degree or diploma in GIS, Geography, Geomatics, Surveying, Environmental Science, IT, Computer Science, Engineering, or a related field is required. Additional GIS-related training or certification will be an advantage.
Experience Minimum 2-3 years’ experience in GIS, spatial analysis or information management. Experience with humanitarian or NGO projects is desirable.
Language English (Good written and spoken)
