1. Introduction

The Let the Women Decide their Destiny project is implemented by the Sri Lanka Centre for Development Facilitation (SLCDF) as the lead applicant, in partnership with the Community Strength Development Foundation (CSDF) and the Federation of Social Development Organizations (FOSDOO), with financial support from the European Union.

The project responds to the ongoing socio-economic crisis in Sri Lanka by supporting 9,000 marginalized women—including Female Sex Workers (FSWs), Deserted Women (DW), and Single Women (SW)—along with 5,000 children.

  • Access to legal and psychosocial support services
  • Education and nutrition support for children
  • Strengthened collective voice, advocacy, and institutional engagement

2. Purpose of the Consultancy

The purpose of this consultancy is to design and deliver five (5) Financial Literacy Training programmes for project beneficiaries as part of the project’s livelihood development component. The trainings will cover core financial competencies including basic financial management, budgeting, savings strategies and an understanding of available financial products and services. By equipping beneficiaries with essential financial knowledge and practical skills, the consultancy aims to empower participants to make informed financial decisions, effectively manage their income and savings, and build long-term economic resilience.

3. Scope of Work

The Consultant will be responsible for the following tasks:

  • Develop a simple, context-appropriate training module for a one-day financial literacy programme
  • Facilitate five (5) one-day training sessions, each with approximately 25 participants

Field-Based Training Locations:

  • Kurunegala
    • Alawa, Rideegama, Ibbagamuwa — 3
  • Anuradhapura
    • Kekirawa, Ibbagamuwa — 2

4. Methodology

  • The Consultant is expected to employ participatory and adult learning methodologies throughout the training, including:
  • Interactive group discussions and knowledge-sharing exercises
  • Case studies and practical financial planning exercises relevant to participants' daily lives
  • Role-play and scenario-based activities to reinforce key concepts
  • Use of simple, locally adapted visual aids and materials in the relevant language(s)
  • Pre- and post-training assessments to measure knowledge gain and learning outcomes
  • All training materials should be culturally sensitive, gender-responsive, and accessible to participants with varying levels of literacy.

5. Deliverables

The consultancy outputs will be delivered in a phased manner to ensure quality, timely review and progressive improvement.

  • 1st: Simple Module on Financial Literacy — A context-appropriate one-day training module covering all core topics
  • 2nd: Training Reports — Trainings 1 & 2 — Detailed reports for the first two training sessions
  • 3rd: Training Reports — Trainings 3, 4 & 5 — Detailed reports for the remaining three training sessions

6. Timeline and Milestones

The consultancy will be implemented from 1 May 2026 to 30 November 2026.

  • 1st: Simple Module on Financial Literacy — Deadline 30th July 2026
  • 2nd: Training Reports for Trainings 1 & 2 — Deadline 30 August 2026
  • 3rd: Training Reports for Trainings 3, 4 & 5 — Deadline 30 September 2026

7. Required Qualifications

The ideal Consultant should demonstrate:

  • Proven experience in designing and delivering financial literacy or related training programmes
  • Strong command of participatory and adult learning training methodologies
  • Prior experience conducting trainings with marginalized or vulnerable communities
  • Familiarity with the socio-economic context of the target districts is an advantage

8. Reporting and Coordination

The Consultant will report to the Programme Manager, SLCDF.

  • Close coordination is required with SLCDF and partner organizations (CSDF and FOSDOO)
  • All draft deliverables will be reviewed by SLCDF; revisions must be incorporated in a timely manner

9. Logistics

SLCDF will be responsible for organizing all logistics related to the training sessions, including participant selection and mobilization, training venue arrangements, and provision of food and refreshments.

10. Financial Proposal, Quote Requested

Interested Consultants / Resource Persons are invited to submit a quotation covering:

  • Resource person fee (per day and/or per programme, for all five one day programmes)
  • Transportation cost for the Resource Person to and from each training venue (Vavuniya, Colombo, and Putalam or Gampaha)
  • Training Outline
  • Sample training modules developed by the consultant
