Consultancy for Conducting Training for Peer Educators, Field Staff and SHG Leaders on Basics of Psychological Counselling and Legal Support for Initial Support
Project: Let the Women Decide Their Destiny
1. Introduction
The Let the Women Decide Their Destiny project is implemented by the Sri Lanka Centre for Development Facilitation (SLCDF) as the lead applicant, in partnership with the Community Strength Development Foundation (CSDF) and the Federation of Social Development Organisations (FOSDOO), with financial support from the European Union.
The project responds to the ongoing socio-economic crisis in Sri Lanka by supporting 9,000 marginalized women—including Female Sex Workers (FSWs), Deserted Women (DW), and Single Women (SW)—along with 3,500 children across six districts: Colombo, Gampaha, Puttalam, Anuradhapura, Kurunegala, and Vavuniya.
Access to legal and psychosocial support services is a core pillar of the project, delivered primarily through frontline Field Supervisors, District Coordinators, Peer Educators, Field Officers, Community Facilitators, and Self-Help Group (SHG) leaders who are in direct and regular contact with beneficiaries i.e. FSWs, Deserted Women, and Single Women.
2. Purpose of the Consultancy
The purpose of this consultancy is to design and deliver a five (5) day training programme, structured in two modules, on the basics of psychological counselling and legal support for initial support. The training is intended to equip frontline staff and community members with foundational skills to provide safe, appropriate first-line psychosocial and legal support to FSWs, Deserted Women, Single Women, and other project beneficiaries, and to recognize when and how to refer cases to specialized counselling or legal services.
By the end of the training, participants should be able to apply basic active-listening and psychosocial distress techniques, understand key confidentiality principles and the do-no-harm approach, and be familiar with the relevant legal frameworks, referral pathways, and support services available to the populations they work with.
3. Scope of Work
The Consultant / Resource Person(s) will be responsible for the following tasks:
- Develop context-appropriate training modules covering the basics of psychological counselling and initial psychosocial support, and the basics of legal support and referral pathways for initial support.
- Facilitate a five (5) day training programme, delivered in two modules — Module 1 (3 days) and Module 2 (2 days) — for approximately 25 participants.
- Deliver the training in a manner accessible through simultaneous interpretation between Sinhala and Tamil, as required in SL CDF context.
- Prepare simple, practical training materials and handouts in Sinhala and Tamil for participant reference.
Participant Groups:
- Field Supervisors, District Coordinators and Peer Educators — Female Sex Workers (FSWs)
- Field Officers and Community Facilitators — Deserted Women and Single Women
- SHG Leaders — Self-Help Group members

Training Structure:
- Module 1 (3 days): Basics of Psychological Counselling and Initial Psychosocial Support
- Module 2 (2 days): Basics of Legal Support and Referral for Initial Support

4. Methodology
- Interactive discussions and experience-sharing exercises drawing on participants’ field realities
- Case studies and scenario-based practice relevant to FSWs, Deserted Women, Single Women, and SHG contexts
- Role-play exercises to build basic counselling and initial legal-support skills
- Clear guidance on referral pathways, confidentiality, do-no-harm principles, and safety considerations
- Pre- and post-training assessments to measure knowledge and skills gained
All training materials should be culturally sensitive, gender-responsive, trauma-informed, and accessible to participants with varying levels of literacy, provided in Sinhala and Tamil.
5. Deliverables
- 1st Deliverable: Training Modules (Module 1 & Module 2) – Context-appropriate modules on basics of psychological counselling and basics of legal support, in Sinhala and Tamil
- 2nd Deliverable: Delivery of Module 1 (3 days) – Facilitation of the 3-day training on basics of psychological counselling and initial psychosocial support
- 3rd Deliverable: Delivery of Module 2 (2 days) – Facilitation of the 2-day training on basics of legal support and referral for initial support
- 4th Deliverable: Training Report – Consolidated report covering both modules, including attendance, key outcomes, and pre-/post-assessment results
6. Timeline and Milestones
Training dates and the overall consultancy period are to be confirmed with the selected Consultant / Resource Person(s). This consultancy will be completed by 30th September 2026.
7. Required Qualifications
- Ideal Consultant / Resource Person(s) should have professional background and proven experience in psychological counselling / psychosocial support, and/or legal aid or paralegal practice
- Prior experience designing and delivering training on basic counselling skills and/or legal literacy for frontline or community-level workers
- Experience working with marginalized or vulnerable populations such as FSWs, survivors of gender-based violence, or single/deserted women
- Strong facilitation and participatory training skills, with the ability to work effectively through Sinhala–Tamil interpretation
- Familiarity with the Sri Lankan legal framework and referral system for protection, GBV, and social welfare services is an advantage
8. Reporting and Coordination
- The Consultant / Resource Person(s) will report to the Programme Manager, SLCDF
- Close coordination with SLCDF and partner organizations (CSDF and FOSDOO) is required
- All draft training materials will be reviewed by SLCDF; revisions must be incorporated in a timely manner
9. Logistics
- Organizing and mobilizing all 25 participants
- Arranging the training venue in Colombo
- Providing food, refreshments, and accommodation for participants and the Resource Person(s)
- Providing Sinhala–Tamil interpretation service throughout the training
- The Consultant / Resource Person(s) is responsible for their own travel arrangements to and from Colombo; the associated transport cost should be included in the financial quote below
10. Financial Proposal — Quote Requested
Interested Consultants / Resource Persons are invited to submit a quotation covering:
- Resource person fee (per day and/or per module, for the 5-day training in total)
- Transportation cost for the Resource Person to and from Colombo
- Training methodology and approach
- Sample of training modules developed by the Resource Persons
