Berendina Development Services (BDS) work area: Anuradhapura, Batticaloa, Kandy Kegalle, Mullaitivu, Nuwara Eliya and Trincomalee Districts as well as estates in Nuwara-Eliya District. BDS assists marginalized communities including vulnerable men and women, widows, elders, persons with disabilities and youth to overcome poverty. The assistance offered are grant-based in the areas of livelihood, water, sanitation and hygiene, housing, health, community infrastructure development, youth skill development, school development and civic engagement as well as CSO strengthening. BDS annually supports over 25,000 families across the operating districts.

Overall Responsibility:

The Regional Manager is responsible for assessment, designing, and implementation of the community development program in Batticaloa, Mullaitivu and Trincomalee districts. She/he will be responsible for liaison with all the key stakeholders engaged in the regional level and ensure better coordination. The Regional Manager should work closely with the General Manager to ensure that the interventions promoted are consistent with BDS project plan and objectives.

Specific Functions

a. Program Implementation

● Oversee regional and district-level project activities: Ensure that Livelihood development, Youth development, WASH, CSO strengthening and School development projects are implemented correctly and effectively at both regional and district levels, overseeing all aspects of their execution.

● Lead stakeholder consultations for project interventions: Take the lead role in consulting with Community Development Coordinators (CDCs), Youth Development Coordinators (YDCs) and other stakeholders to identify the most appropriate interventions for each project.

Coordinate with government agencies and represent Berendina: Act as the main point of contact between Berendina and government agencies at the DS division level, obtaining necessary assistance and representing Berendina on provincial/regional Coordinating Committees.

● Design and facilitate training programs for CSO's capacity building: Identify the CSO's capacity building needs of beneficiaries and design training programs accordingly, working closely with the General Manager to ensure their effectiveness.

● Collaborate with MEAL Department for program designs: Work closely with the Monitoring, Evaluation, Accountability, and Learning (MEAL) Department to ensure that program designs are based on thorough needs assessment findings and analysis of primary and secondary data.

b. Project Review and Reporting:

● Provide input for grant/donor reports to GM and MEAL: Offer valuable input for grant/donor reports, contributing to milestone reports and ensuring that all reporting requirements are met in a timely manner. This involves working closely with the General Manager and the MEAL Department.

● Establish internal reporting systems: Establish and implement internal reporting systems in collaboration with the MEAL Department, ensuring that all relevant stakeholders receive timely and accurate reports on project progress and outcomes.

● Conduct staff meetings for progress review: Conduct regular district/regional level monthly and quarterly staff meetings to review project progress, identify any challenges or issues and provide updates to management as required.

c. Administration, Financial and HR Management:

• Collaborate with Finance for financial review: Collaborate closely with the Finance Department to review financial reports, maintain accurate spending records and budgets and ensure compliance with financial procedures and regulations.

● Identify staff capacity needs and facilitate development: Identify any staff capacity needs and facilitate the development of required competencies in consultation with the HR Department and the General Manager, ensuring that staff members have the necessary skills and training to effectively carry out their roles.

● Maintain staff discipline and organizational image: Maintain high standards of staff discipline, performance, and professionalism, ensuring that staff conduct themselves in a manner that reflects positively on the organization and its mission.

Required Qualifications and Experience:

Masters or Bachelor's degree in Agriculture/ Social Sciences/ Development Studies/ Project Management/ Management/ Economics or relevant field

  • Minimum 5 years of proven experience in the development sector especially economic, youth, and education development, CSO strengthening and policy reform preferably in INGO context
  • Prior experience in economic development, strengthening CSO and CSO engagement, women empowerment, disability inclusion, project design and implementation, and research and data analysis is preferred.
  • Should be skilled in capacity building, problem solving, budgeting, project management, monitoring and evaluation, critical analysis and timely reporting
  • Written and oral communication in English and Sinhala/Tamil is mandatory

Should have driving license
