The HALO Trust is the world's largest and oldest international humanitarian mine action non-government organization (NGO). For over thirty years, we have been saving lives and helping war-torn communities recover, by making their land safe. Our mission is to protect lives and restore the livelihoods of those affected by conflict. HALO has been working in Sri Lanka since 2002 and now has over 1,000 staff working in the Northern Province with offices in Jaffna, Kilinochchi and Mullaitivu. To date, HALO has safely destroyed over one million items of explosive ordnance, including more than 270,000 anti-personnel landmines. HALO and other mine action stakeholders are working to clear Sri Lanka of all known contamination by 2028 to meet Sri Lanka's obligations as a state party to the Anti-Personnel Mine Ban Convention. As Sri Lanka is nearing its completion date, HALO has committed to ensuring the continued employment of all staff for as long as possible while simultaneously preparing them for the transition to alternative livelihoods by 2028. HALO's timeline for the development of employees spans seven years, with interventions implemented based on the urgency of the support and skills required to enter local industries. From 2024 interventions have increased as demobilization efforts approach.

We are looking to recruit an intern aged between 19-29 years old to focus on Monitoring, Evaluating, Accountability, and Learning (MEAL) for Agriculture initiatives from 01 April 2024 for an initial 3-month period with the possibility of extension. Main areas of responsibility will be:

  • Work closely with the HR Business Partner and Donor Relations Manager to monitor and evaluate the agriculture-related Staff Livelihood Transition (SLT) activities in line with HALO's strategy and international donor targets.

Required

  • Create and conduct pre-and post-surveys of staff members who participate in agriculture SLT activities, both for interest in future initiatives and for feedback on existing courses.

Support the Livelihood Development Officer in maintaining results of SLT activities, including but not limited to; gender, age, and job level of attendees, those who have attended multiple activities, and outcomes for staff members (e.g. NVQ3 qualification).

Conduct monthly quality control on programme data collection processes to ensure data is being collected in line with HALO's global standards.

Work closely with the Donor Relations Manager to develop impact assessments and research projects to understand the long-term environmental and livelihood impact of agriculture SLT activities. Provide feedback, key learnings, areas for development, and potential opportunities in SLT meetings. Liaise with the HR Business Partner, Donor Relations Manager, Livelihood Development Officer, and Community Liaison Assistants for support where required.

This position is available for recent graduates or undergraduates aged between 19-29 years old. Applicants must provide valid right to work as well as a University ID card or a copy of their degree certificate in order to be eligible to be considered for this position.

Applicants must be fluent in Tamil.

This position can be based in Jaffna, Kilinochchi, or Mullaitivu, with frequent travel between these locations. Transportation between these locations will be provided by The HALO Trust.

A minimum commitment of 16 hours per week is required for this role.

Preferred

  • Recent graduates or undergraduates who pursue degrees in the fields of International Relations, Humanities and Social Sciences, or Environmental Management will be given preference.
  • Those who can demonstrate an active commitment to public interest activities and have good writing, project coordination, or data management skills would have a distinct advantage.
  • English language skills are an advantage.
