CONSULTANCY SERVICES

Project Background

SAFE Foundation is a non-profit organization registered under the Voluntary Social Services Act as a National NGO, working with marginalized and vulnerable communities and children for more than 15 years. The project - "Empowering CSOs to Combat Human Trafficking (ECCT)" has been implemented by SAFE and supported by USAID for five years, partnering with 4 organizations across 12 districts in 6 provinces in Sri Lanka. The project will use a 3-pronged strategy to address the urgent need for government and non-governmental action to counter human trafficking and promote safe migration in Sri Lanka through:

  • Bridging policy gaps to consolidate existing legal/regulatory frameworks through advocacy and engagement of civil society networks in anti-trafficking activities
  • Increasing capacity of government and civil society partners to address trafficking at national, regional, and local levels
  • Facilitating the creation of networks and spaces for effective collaboration among government, civil society, and the general public to address human trafficking

01 Consultant: Consultant for Skill Development and Psychosocial Support in Combatting Human Trafficking and Promote Safe Migration in Sri Lanka.

Responsibilities:

  • Strategic Guidance: Provide expert advice and strategic guidance and mentoring support on combating human trafficking in Sri Lanka, specifically focusing on empowering Civil Society Organizations (CSOs)
  • Skill Development Guidance: Collaborate with project stakeholders to design skill development programs tailored to the needs of at-risk populations vulnerable to human trafficking. Ensure the guidance to align the skill development opportunities for safe labor migration with international best practices and local context
  • Safe Migration Advocacy on skill development perspective: Develop initiatives aimed at promoting skilled migration practices to reduce human trafficking. Provide training and resources to CSOs to effectively advocate for policies that support skill development for safe migration
  • Psychosocial Support Integration: Develop frameworks for integrating psychosocial support services into existing anti-trafficking efforts. Advise on strategies for providing trauma-informed care to survivors of human trafficking and at-risk individuals
  • Capacity Building: Conduct training sessions and workshops for CSO staff and volunteers to enhance their capacity in identifying, potential skill development initiatives for safe migration
  • Monitoring and Evaluation: Develop monitoring and evaluation frameworks to assess the impact of skill development programs and psychosocial support services. Collect and analyze data to measure project outcomes and identify areas for improvement

Qualifications:

  • Advanced degree in social work, human rights, or a related field
  • Proven expertise in combating human trafficking, with a focus on implementing skill development programs for safe migration
  • In-depth understanding of the socio-economic factors contributing to human trafficking in Sri Lanka and the broader South Asian region. Minimum three years of experience in designing and delivering training programs on skill development and psychosocial support. Strong analytical skills and ability to develop evidence-based strategies for matching skills and demands
  • Excellent communication and interpersonal skills, with the ability to effectively engage with diverse stakeholders including government agencies, CSOs, NGOs, and community members
  • Fluency in Sinhala and English languages required. Tamil Language proficiency will be an added advantage

02 Consultant: Seeking Consultant to support Combat Human Trafficking and Promote Safe Migration in Sri Lanka.

Responsibilities:

  • Provide expertise and guidance on strategies to ensure safe migration and combat human trafficking in Sri Lanka, with a focus on empowering CSOs
  • Develop and deliver training programs for CSOs on identifying, preventing, and responding to human trafficking and safe migration cases
  • Conduct research and analysis on the current status of human trafficking and safe migration in Sri Lanka, including identifying trends, vulnerabilities, and gaps in existing interventions
  • Collaborate with local stakeholders, including government agencies, NGOs, and community leaders, to strengthen the divisional and district anti-trafficking and migration forums to respond to human trafficking and safe migration
  • Support the design, implementation, and monitoring of capacity-building activities and conducting forums that are aimed to combat human trafficking, safe migration, and protecting victims

Qualifications:

  • Advanced degree in a relevant field such as International Development, Human Rights, Social Work, Law, or related field
  • Proven experience (minimum of 5 years) working on issues related to human trafficking, and safe migration, with a focus on prevention, protection, partnership, and advocacy
  • Deep understanding of the socio-economic and political context of Sri Lanka, particularly as it relates to human trafficking and safe migration
  • Strong facilitation and training skills, with experience in delivering capacity-building initiatives for diverse audiences
  • Excellent analytical and research skills, with the ability to gather, and present complex information clearly and concisely. Demonstrated commitment to human rights, gender equality, and social justice
  • Fluency in Tamil and English is required; proficiency in Sinhala would be an asset
  • Experience working with CSOs, government agencies, and/or international organizations in Sri Lanka
