Description

"Conduct Camp Management and Village Security Training Programmes for GNDMC Members" under the Building Resilience and Strengthening Community Disaster Preparedness in Sri Lanka Project

World Vision Lanka is presently implementing project called "Building Resilience and Strengthening Community Disaster Preparedness in Sri Lanka," which is being supported by USAID's Bureau for Humanitarian Assistance (BHA).

The primary objective of this project is to enhance household resilience against various shocks by implementing a multi-sectoral approach to strengthen disaster risk reduction mechanisms and uplift the livelihoods of vulnerable communities within selected districts. Thus, the project prioritizes interventions that address capacity gaps and enhance technical knowledge within the existing disaster risk reduction structure of targeted communities. Working closely with Grama Niladhari Disaster Management Committees (GNDMCs), World Vision Lanka (WVL) aims to enhance their capacity and empower them as key drivers of change in disaster risk reduction efforts, ensuring communities are equipped to effectively respond to disasters. Considering the social and cultural dynamics at play, WVL will incorporate diversified interventions in capacity development, utilizing the "Community Based Disaster Risk Management" (CBDRM) model as a unifying framework for the project. This approach ensures an integral strategy and a common point of reference for all stakeholders involved.

As part of this initiative, Shelter and Village Security Training is being prioritized to enhance disaster preparedness among vulnerable communities. World Vision (WV) will organize, GND-level training sessions for Shelter and Village Security for members of Grama Niladhari Disaster Management Committees (GNDMCs) across locations including Rideegama, Lindula, Devon, Ganga Ihala Korale (GIK), Walapane, Karachchi, and Kandawalai. The program aims to train a total of 2160 participants, comprising GNDMC members through 54 awareness and practical sessions conducted over one day in each location.

Participants will be equipped with the necessary knowledge and skills to effectively manage shelters (security places/camps) during disaster situations. This could include understanding shelter management protocols, assessing shelter needs, ensuring shelter safety, and providing support to shelter occupants.

Participants will learn strategies and techniques to enhance village security during disasters. This includes identifying security risks, implementing security measures, coordinating with relevant authorities, and safeguarding communities from potential threats.

Training Program Details

  • Training Programmes (Camp Management and Village Security for members of GNDMC at 54 GNDS (Total 54 trainings)).
  • 40-50 members of various GNDMCs x 54 GNDs
  • Assessing possible village security risks and identifying measures to reduce security risks during an emergency situation
  • Enhance the capacity of GNDMCs on camp management and village security plan
  • Key aspects of camp management before, during and after the emergency
  • Key aspects that need to be considered before, during and after the emergency
  • Strategies to develop local security systems / maintain them and possibilities of having technology interventions
  • Usage of technology to enhance village security
  • Preparing emergency evacuation plan with a checklist
  • Practical sessions on conducting Camp Management

Additional Responsibilities

  • Coordinating the project coordinators and facilitating the training on a mutually agreed date
  • WVL Project Coordinators will obtain necessary clearances from relevant officials to conduct the training
  • WVL Project Coordinators will facilitate necessary coordination with the relevant GNDMC members

Expected Deliverables:

  • Develop two separate curriculums for Camp Management and Village Safety and Security in discussion with WV Team
  • Conduct the trainings in 54 GNDs once the above developed curriculum is approved by WV
  • Provide valid certificate for the training participants
  • Submitting district-wise report once the training is completed

Duration

  • Slot one (RDG, GIK, WLP, LND, DVN): 1st- May 2024 to 31st May 2024
  • Slot Two (KRC and KND): 1st July 2024- 25th July 2024

  • Rideegama (10GNDs) - Kurunegala District
  • Ganga Ihala Korale (10GNDS) - Kandy District
  • Walapane(10GNDs), Lindula (6GNDs), Devon (6GNDs) - Nuwaraeliya District
  • Karachchi(6GNDs), Kandawalei(6GNDs) - Kilinochchi District

Training Venue

Will be decided by World Vision based on the convenience of participants and the facilities of the training center.

Proposal Requirement

The following should be included in the proposal -

  • Profile of the consultant's team / consultancy company
  • Training methodology including training content in brief
  • Time Schedule
  • Material Requirement
  • Agenda / session plans
  • Budget: (Including travelling, accommodation, printing, refreshment, and participant's cost)

Payment Methodology

Will be paid in cheque/ fund transfer mechanism as per the following schedule:

  • 25% after signing the agreement
  • 50% after completing the trainings of Kurunegala, Kandy, and Nuwaraeliya Districts and submitting the reports
  • 25% after completing the trainings of Kilinochchi District and on the submission of the final report

Conditions:

  • The resource person / consultancy company should be able to conduct the training local language (Tamil and Sinhala languages)
  • A completion report should be submitted at the end of each session. The report must be submitted in English.
