Background:

Consultant: Development of Contextualised Training Material on Minimum Initial Service Package for Sexual and Reproductive Health in Emergencies

Established in year 1953, The Family Planning Association of Sri Lanka (FPA Sri Lanka) is a pioneer institution of initiating and establishing a space for Sexual and Reproductive Health (SRH) services in the country. While its' aim is to develop components related to health and wellbeing, FPA Sri Lanka also molds the quality of peoples' lives. Being in existence for 70 years, FPA Sri Lanka has made vast strides in every area of family health including family planning.

Project Background:

The SPRINT (Sexual and Reproductive health in Humanitarian Settings) is a humanitarian project, which is designed to provide life-saving SRH services to affected populations in times of disasters. The primary objective of SPRINT is to ensure the successful implementation of the MISP (Minimum Initial Service Package) for SRH during emergency settings. Funded by the Australia Government, SPRINT is in its 4th phase of implementation and FPASL currently carries Preparedness, Response and Advocacy & Mitigation related activities.

One of the priority activities under the SPRINT Project is to develop the training material on MISP for SRH based on the training content suitable for the local context.

Consultation Objectives:

The Family Health Bureau, in support with the UNFPA led the contextualization of the existing training material of MISP for SRHIE targeting healthcare service providers. This was done with the objective of adapting the international standards of humanitarian response in times of emergencies in line with the local health-sector emergency response mechanisms.

By contextualizing the material, thematic areas related to family health in emergencies, such as maternal and neonatal health and nutrition were incorporated into the MISP curriculum, making it suitable for the local standards.

The Assignment:

In order to disseminate the contextualized MISP for SRHIE among the healthcare staff, a common set of training material is required in Sinhala, Tamil and English Languages. This material includes

  • MISP Training Manual for Service Providers (IPPF)
  • MISP training slides (FHB)
  • MISP info sheet (IAWG)
  • MISP Hand-outs and Case Studies (IPPF)
  • Pre and Post Test Questionnaires

Required Experience:

FPASL is looking for a consultant with a background of Sexual and Reproductive Health and Maternal and Neonatal Health. Sufficient knowledge in the implementation of the Minimum Initial Service Package for SRH in Emergencies is required. This consultant should also possess proven education and previous experience in Emergency Coordination and Response, a thorough understanding in National, sub-national and local level emergency response mechanisms, particularly related to the health sector.

Work Experience:

Minimum 5 years of professional experience in Sexual and Reproductive Healthcare, Healthcare and/or Disaster Management

Education: Master's level or above in Healthcare, Sexual and Reproductive Health Disaster Management, or a related field

Language Proficiency: Advanced proficiency in English, Sinhala and Tamil Languages

Proficiency in health sector terminology in Sinhala and Tamil Languages

Capacity to translate content from English to Sinhala and Tamil Languages

In-depth understanding in MISP for SRHIE, health sector disaster management, coordination and response mechanisms in the Sri Lankan context as well as in the global context is required

Previous experience in developing health-sector related training and IEC material

Main Responsibilities:

  • Incorporating contextualised content into the existing MISP for SRHIE training material as provided by the FHB
  • Develop the existing slides, incorporating the conceptualized material, into a common set of slides to be used at all MISP training programmes
  • Develop the MISP training manual for healthcare service providers by incorporating the contextualised training material into the existing IPPF training manual
  • Develop the MISP info sheet by incorporating the provided contextualised material into the existing IAWG MISP info sheet.
  • Debriefing the developed material to FHB, UNFPA and FPASL, and incorporating inputs and commentary received.
  • Translation of the material into Sinhala and Tamil Languages, adapting the correct medical terminology
  • Submit the finalized MISP training material to the Family Health Bureau

Duration of the Consultancy:

A period of 2 Months from the date of signing the Consultancy Agreement

Deliverables

Incorporation of contextualised health information into all the training material, which includes;

  • MISP for SRHIE Training Slides in Sinhala, Tamil and English Languages
  • MISP for SRHIE Training Manual for Service Providers in Sinhala, Tamil and English Languages
  • MISP for SRHIE Hand-outs and Case Studies in Sinhala, Tamil and English Languages
  • MISP for SRHIE Info Sheet content in Sinhala, Tamil and English Languages
  • Pre and Post-tests in Sinhala, Tamil and English Languages

Remuneration and Mode of Payment

The Consultant shall quote an all-inclusive Consultancy Fee.

* The term All-inclusive implies that all costs (daily professional fees, daily subsistence and travel allowances when traveling away from their work stations, communications, consumables, etc.) will be borne within the quoted amount.

The payment will be made in the following manner.

  • 10% upon signing the agreement
  • 30% upon debriefing the developed training material
  • 60% after the submission of the complete, contextualized MISP for SRHIE training material
