Expected Duration: Five years with an anticipated award date of September 2024 to September 2029

IESC is seeking a MEL Manager for the USAID-funded Sri Lanka Economic Modernization project in Sri Lanka. The project will serve as USAID/Sri Lanka's new Economic Modernization indefinite delivery, indefinite quantity (IDIQ) and, through its subsequent Task Orders, will provide a broad range of technical assistance and support services to support the Government of Sri Lanka (GSL), small- and medium-sized enterprises (SMEs) and other stakeholders to improve the business enabling environment, and performance of small and medium businesses, that contribute to the economic competitiveness of Sri Lanka. The activities anticipated under this IDIQ will focus on the following objectives:

DUTIES AND RESPONSIBILITIES:

  • MEL Strategy Development: Design, implement, and manage a comprehensive monitoring, evaluation, and learning strategy to track project progress and impact, ensuring alignment with USAID requirements and project objectives.
  • Performance Indicators: Develop and maintain a set of performance indicators to measure project outcomes, providing a clear framework for data collection and analysis.
  • Data Collection and Analysis: Oversee data collection processes, ensuring accuracy, reliability, and compliance with USAID guidelines. Analyze data to identify trends, patterns, and areas for improvement.
  • Reporting: Prepare regular reports on project performance for USAID, project leadership, and other stakeholders, summarizing key findings, achievements, and recommendations for project improvement.
  • Capacity Building: Train and mentor project staff and local partners on MEL processes and best practices, enhancing the project's overall capacity for monitoring, evaluation, and learning.

QUALIFICATIONS AND REQUIREMENTS:

  • Education: Minimum of a bachelor's degree in monitoring and evaluation, statistics, social sciences, international development, or a related field. An advanced degree is preferred.
  • Experience: At least 7 years of relevant experience in monitoring, evaluation, and learning, preferably in the context of international development or donor-funded projects. Experience with USAID-funded projects is highly desirable.
  • Technical Expertise: Strong knowledge of MEL methodologies, including qualitative and quantitative data collection, analysis, and reporting.
  • Software Proficiency: Proficiency with data analysis software and tools, such as Excel, SPSS, or similar programs.
  • Communication Skills: Excellent written and verbal communication skills, with the ability to convey complex information clearly and effectively.

This position will be based in Colombo, Sri Lanka. This position is contingent upon IESC winning the award and approval by USAID.
