Title: Communications Manager

Program: USAID Sri Lanka Economic Modernization

Location: Colombo, Sri Lanka

Expected Duration: Five years with an anticipated award date of September 2024 to September 2029

IESC is seeking a Communications Manager for the USAID-funded Sri Lanka Economic Modernization project in Sri Lanka. The project will serve as USAID/Sri Lanka's new Economic Modernization indefinite delivery, indefinite quantity (IDIQ) and, through its subsequent Task Orders, will provide a broad range of technical assistance and support services to support the Government of Sri Lanka (GSL), small- and medium-sized enterprises (SMEs) and other stakeholders to improve the business enabling environment, and performance of small and medium businesses, that contribute to the economic competitiveness of Sri Lanka. The activities anticipated under this IDIQ will focus on the following objectives:

  • Objective 1. Improved Business Enabling Environment: Provide support to GSL to create favorable conditions including regulatory frameworks to facilitate the establishment, growth and success of businesses in Sri Lanka and attract Foreign Direct Investments (FDIS) to the country.
  • Objective 2. Enhanced SME Export Competitiveness & Growth: Provide small and medium businesses with resources, tools and support to compete in international markets and expand their export capabilities, overcome barriers and take advantage of opportunities in the global marketplace.

DUTIES AND RESPONSIBILITIES:

  • Communications Strategy: Develop and implement a comprehensive communications strategy that aligns with the project's goals and USAID requirements, focusing on promoting project achievements and engaging key stakeholders.
  • Content Creation: Create, edit, and oversee the production of a variety of communications materials, including press releases, reports, newsletters, brochures, presentations, and digital content such as social media posts, ensuring clarity, accuracy, and consistency.
  • Public Relations and Media Outreach: Build and maintain relationships with local and international media, coordinating press events, and managing media inquiries to increase project visibility and promote awareness of project activities.
  • Stakeholder Engagement: Collaborate with government agencies, business associations, SMES, NGOs, and other stakeholders to ensure consistent and effective communication of project goals and activities.
  • Brand Management: Ensure consistent use of the project brand, maintaining USAID branding guidelines and ensuring compliance with USAID's marking and branding regulations.
  • Event Planning: Organize and coordinate project events, workshops, and conferences, managing logistics and ensuring successful execution.
  • Monitoring and Evaluation: Track and analyze the impact of communications activities, gathering data to assess effectiveness and identify opportunities for improvement.
  • Team Collaboration: Work closely with project leadership and other team members to ensure integrated communications across all project activities, promoting collaboration and information sharing.
  • Capacity Building: Provide training and support to project staff and partners in effective communication practices, enhancing overall project communications capacity.
  • Digital Presence: Manage the project's online presence, including the website and social media platforms, to maintain an engaging and informative digital footprint.

This position will be based in Colombo, Sri Lanka. This position is contingent upon IESC winning the award and approval by USAID.
