"Gap Assessment on Institutional and Early Warning System at the Divisional level" under the Building Resilience and Strengthening Community Disaster Preparedness in Sri Lanka Project

World Vision Lanka is presently implementing a project called "Building Resilience and Strengthening Community Disaster Preparedness in Sri Lanka," which is supported by USAID's Bureau for Humanitarian Assistance (BHA).

The primary objective of this project is to enhance household resilience against various shocks by implementing a multi-sectoral approach to strengthen disaster risk reduction mechanisms and uplift the livelihoods of vulnerable communities within selected districts. Thus, the project prioritizes interventions that address capacity gaps and enhance technical knowledge within the existing disaster risk reduction structure of targeted communities. Working closely with Grama Niladhari Disaster Management Committees (GNDMCs), World Vision Lanka (WVL) aims to enhance their capacity and empower them as key drivers of change in disaster risk reduction efforts, ensuring communities are equipped to effectively respond to disasters.

As part of this initiative, WVL seeks to improve community awareness and understanding of existing Early Warning Systems (EWS) in Sri Lanka. The project aims to strengthen divisional-level and community-level early warning systems (EWS) for natural hazards in targeted locations across 8 Divisional Secretariat Divisions (DSDs): Rideegama, Ganga Ihala Korale, Walapane, Thalawakele (Lindula & Devon), Karachchi, Kandawalai, Nanattan, and Oddusuddan. Effective EWS play a crucial role in reducing the impact of disasters by providing timely alerts and enabling communities to take appropriate preparedness and response actions. While the country has automated EWS for floods and landslides, these are often functional at the district level but not adequately reaching the community level. WVL will work with divisional-level EW committees and Grama Niladhari Disaster Management Committees (GNDMCs) to enhance their awareness and knowledge of existing EWS and their role in strengthening community-level early warning mechanisms. The scope of work for this project includes assessing the gaps in divisional-level institutional disaster preparedness and existing early warning systems. This gap assessment should provide recommendations to improve the institutional-level disaster preparedness at the divisional level and enhance the early warning system. The assessment should also identify the equipment needed to improve the early warning and last mile dissemination.

• WVL will obtain necessary clearances from relevant officials to conduct the assessment

• WVL will facilitate necessary meetings with the relevant institutions/officers based on the consultants' requirement

Expected completion of assessment in Nuwara Eliya, Kurunagala, and Kandy is by 31st May 2024.

Expected completion of assessment in Mannar, Mullaitivu, and Kilinochchi is by 30th June 2024.

Payment will be paid in cheque/fund transfer mechanism as per the following schedule;

25% after signing the agreement

40% after submitting the final assessment for Kurunagala, Nuwara Eliya, and Kandy

35% after submitting the final assessment for Kilinochchi, Mullaitivu, and Mannar
