Baseline Survey
To conduct a project baseline and related study sub-districts to provide benchmark statistics that will enable tracking of project results.

Welikanda (Polonnaruwa District) & Rideemaliyadda (Budulla District)
The project will directly benefit 23,689 people (13,029 women and 10,660 men) from 5,640 households and indirectly benefit 86,430 people (47,537 women and 38,893 men).
Project MEAL evidence generation will follow Global Affairs Canada Result Based Monitoring (RBM) platform. The MEAL plan envisions conducting baseline data collection on key project outcome indicators from the intervention and control/non-beneficiary household with the aim of comparing the project impact on addressing its ultimate goals by comparing time-and-regime differences.
The consulting team/firm is expected to recommend scientifically rigorous methodologies in assessing project interventions. Utilizing advanced statistical techniques such as difference-in-differences (DID) and propensity score matching (PSM) to compare key outcome indicators between intervention/beneficiary farmers and control/non-beneficiary farmers is recommended. The consultant should provide additional methodologies and techniques aligned with the objectives of the project evidence generation. (Refer the detailed ToR for further information)
The Consultants/firm should propose a list of team, including a team leader, if necessary, that collectively possesses the knowledge on climate change, gender, livelihoods and other relevant expertise, and experience in leading large-scale complex baseline surveys, demonstrated capability required to provide technical and leadership services for the baseline survey project as outlined in the Terms of Reference (TOR). The Consultant/Firm must provide the deliverables aligned with the objectives outlined in Section 2 of the baseline. In summary, the following deliverables are required from the Consultant/Firm;
The Consultant shall provide comprehensive budget estimates that encompass enumerators' fees, logistics (including vehicle expenses & Tax) for data collection, travel costs, equipment, hardware and software expenses, expenditures related to technical meetings, report preparation, and other pertinent activities as part of their proposal for this consultancy. The financial proposal submitted taken as the final budget to execute all activities indicated in this TOR.
Duration and timelines for the baseline study is well detailed in full ToR (refer the link). It is expected that the consultant or consulting firm to furnish a comprehensive timeline outlining the various activities to be carried out during the consultancy.
