Program Officer

USAID's Efficient and Effective Justice (EEJ) activity will seek to improve the justice system in Sri Lanka by introducing and strengthening the features of well-functioning and modern justice systems while strengthening the relevant institutions and actors to meet international standards for the rule of law and justice.

The activity will support the Government of Sri Lanka's work to advance judicial reforms by increasing judicial efficiency, the quality of services, and transparency and accountability in the administration of justice; assist the improvement of judicial administration policies and standard operating procedures; introduce and promote international best practices and tools to improve case and court management, as appropriate; and strengthen the qualifications and professionalism of justice sector actors.

The program officer will work with key stakeholders and representatives at the national level, including the judiciary, government, legal professionals, and civil society representatives to improve the coherence, openness, responsiveness, and effectiveness of the justice system.

The Program Officer will provide key operational and other support to the Director of Operations and Programs and the Technical Team to ensure the efficient and effective implementation of program activities. Candidates with a law or legal background are therefore encouraged.

Principle Duties and Responsibilities:

  • Support the Director of Operations and Programs by taking responsibility for overseeing the coordination of program implementation.
  • Providing updates on all logistics arrangements of the activities, STTA visits and meetings.
  • Maintain and update STTA calendar.
  • Assist trainers/ STTAs to conduct training in local languages when it is necessary.
  • Support the technical team in coordinating and managing training sessions and training materials for various legal professionals, and make sure necessary arrangements are prepared and completed for the activities.
  • Coordinate, organize, and implement workshops as required.
  • Assist the technical team and MEL Specialist in data collection and analysis as assigned. Develop and maintain good working relationships with counterparts and other international donors working in the justice sector.
  • Deliver adequate, timely administrative and logistical support to the technical team as needed.
  • Translation of documents from Sinhala/Tamil into English and vice versa, as needed.

Qualifications and Skills:

  • Bachelor's Degree in international development, law, social sciences, or a related field. Minimum of three years of experience in implementing programs.
  • Proven experience in coordinating workshops, conferences and trainings and communicating with counterparts.
  • Strong communication and reporting skills.
  • Ability to undertake field visits in Sri Lanka and interact with different stakeholders. Ability to work in a team setting.
  • Proficiency in all programs in Microsoft Office Suite.
  • Experience in international donor-funded projects preferred.
  • Fluency in English, both spoken and written, as well as the ability to work in Tamil and/or Sinhala.

Oversight:

The Program Officer will report directly to the Efficient and Effective Justice Activity (EEJ) Director of Operations and Programs.
