Vacancy Advertisement for Information Management Manager (IM Manager)
The HALO Trust is a non-political, non-religious NGO, registered in Britain as a charity (no.1001813 and SCO37870) and in the United States as a 501(c)(3) Not-for-Profit organisation. HALO specialises in the removal of the debris of war and employs almost 10,000 staff in 32 countries. All programmes are supported by a headquarters in the UK.
HALO began operations in Sri Lanka in 2002, undertaking an extensive minefield survey. This survey provided much of the baseline minefield data now held in the national database and was the basis for the decision for HALO to set up a large humanitarian mine clearance organisation. Currently, HALO Sri Lanka employs over 1,300 local staff, who work as skilled survey/Explosive Ordnance Disposal (EOD) teams, alongside manual and mechanical mine clearance staff, and support staff. HALO’s operations are focused on the Jaffna, Kilinochchi and Mullaitivu Districts.
Duties and responsibilities
The IM Manager is primarily responsible for the management, maintenance and analysis of programme operational data, and the production of accurate, informative mapping to assist the HALO Trust’s humanitarian demining operations. Strong IM and GIS are fundamental to HALO’s work - the IM Manager ensures HALO’s operational activities are properly recorded and understood.

Location: Mullaitivu / Kilinochchi
Works closely with: all HALO staff, including senior management and IM team.
The IM Manager is responsible for:
- Management of data in HALO’s Global Operations Information Management System (GO-IMS).
- Manage, support and mentor the expanding IM department.
- Establishing a clear data flow with stated quality assurance and control mechanisms to ensure accuracy of data received from mobile data collection forms to assist field operations.
- Develop database reporting tools using views/queries in PostgreSQL.
- Design and maintenance of programme databases and datasets as required.
- Designing and maintaining scalable internal IM systems to ensure accurate and efficient collection and storage across a range of operational data.
- With the Programme Management team, design and implement suitable Monitoring and Evaluation tools to assist the programme to understand the humanitarian impact of its operations.
- Designing and implementing training sessions with operations and support staff in the use of physical and digital/mobile data collection techniques.
- With Operations Management, quality control of all operational data from mine clearance, risk education, explosive ordnance disposal, and other activities.
- Production and maintenance of programme geospatial data, for example fixing polygons and geopoints for use in desktop, web and mobile environments.
- Production of accurate, informative and creative mapping using ArcGIS to inform and guide operations.
- Maintaining and updating programme Web GIS maps and expanding capabilities.
- Production of maps, infographics and other data visualisation to accompany donor reports, presentations and for other external publications and uses.
- Use HALO internal data, open source, and other data with Information Management and GIS tools to produce analysis on the presence and impact of explosive remnants of war.
- Ensure HALO monthly operational data is submitted accurately and on time to meet all reporting obligations to authorities, donors and other third parties.
- Use other platforms (eg Power BI, ArcGIS Dashboard) for monitoring and evaluation of HALO operations and internal data and metrics.
- Use ETL tool such as FME for data transactions.
Experience and qualifications
Essential:
- Bachelor’s degree in GIS, information systems, computer science or related discipline. Lower level of education with relevant experience may be considered.
- Experience in managing large datasets and relational databases
- Experience and knowledge of database management systems with skills in PostgreSQL (or Microsoft SQL Server, MySQL) for data querying, extraction and reporting.
- Knowledge of Mobile Data Collection tools such as ArcGIS Survey123, ArcGIS Field Maps or equivalent.
- Knowledge and experience in the use of GIS software, especially Esri tools such as ArcGIS Pro and ArcGIS Online.
- Knowledge of Web GIS tools such as ArcGIS Enterprise and ArcGIS Online.
- Strong GIS map production skills.
- Excellent interpersonal and analytical skills with meticulous attention to detail.
- Ability to work effectively in a team in a culturally diverse environment.
- Ability to work well under stress and in a fast paced environment.
- Excellent time management skills and ability to multi task and prioritise work.
- Strong organisational, planning, and problem solving skills.

Desirable:
- Knowledge of Business Intelligence tools such as Power BI.
- Knowledge of Extract Transform Load ETL and data manipulation tools such as FME.
- Knowledge of satellite imagery analysis.
