TERMS OF REFERENCE

CONSULTANCY FOR PARTNER FINANCIAL ANALYSIS AND TRAINING

Introduction

Humanity and Inclusion (HI) is an independent and impartial international aid and development organization working in situations of poverty and exclusion, conflict and natural disaster. Working alongside people with disabilities and other vulnerable groups, our action on disability is focused on responding to their essential needs, improving their living conditions and promoting their dignity and fundamental rights. HI is currently implementing a project named :DRIVE for change in partnership with GIZ funded through the SCOPE program (Strengthening Social Cohesion and Peace in Sri Lanka) co-funded by the EU and German Federal Foreign Office.

This project is mainly focusing on economic inclusion, social cohesion and disability inclusion. The project is currently ongoing across the country and the implementation of the actions are through partners based on Vavuniya & Nuwara Eliya and one consultant based in Negombo.

Scope of the assignment

For the purpose of implementation in different regions and sectors, HI partners with CSOs through various instruments for implementation- particularly to strengthen micro entrepreneurs and social enterprises and support community managed common resources. This consultancy seeks to bolster the competencies of the partners (up to three organizations) to ensure their documentation and financial processes follow due diligence and EU compliance. The tasks may include documentation support, spot checks, capacity building and advisory inputs and development of guidelines for partners (including improving internal processes of CSO partners).

The following table indicates the detail of assignment which need to be undertaken by the consultant:

  • Having excellent communication knowledge in English, Tamil or Sinhala.
  • Ability to travel regularly and also coordinate with multi stakeholders and of different backgrounds.

  • Detailed Technical proposal
  • Financial proposal (All the expenses related to travel & accommodation should be included in the financial proposal)

Selection Criteria / Process

A transparent and competitive process will be followed for the consultant to be selected for this firm. The Request for Proposal (RFP) will be advertised in national media.

Shortlisting of Applications and Interview

Consultants who meet the minimum requirements in the preliminary screening will move to the next step.

  • The final decision shall be made by the Evaluation Committee considering organizational need and priority.
  • Shortlisting will be based on the selection/screening criteria mentioned below.

Criteria

  • Relevant Degree - 10
  • Relevant experience - 30
  • Working with EU compliance/audit and GIZ projects - 10
  • Capacity of analytical and training skills - 20
  • Financial Proposal - 30
  • Total - 100

HI may conduct interview to the prospective shortlisted consultant to finalize the award decision.

Payment Terms:

  • HI shall not accept any advance payment against the work.
  • Total Consultancy cost will be paid against two invoices as per the agreement on the deliverables.
  • Payment will be made through Bank Transfer or AC Payee Cheque in favor of individual/firm according to the given Bank Details within 30 (Thirty) working days after successfully completion of the work along with the submission of Invoice and all other relevant documents.

Application Procedure:

Prospective consultants who meet the requirements are requested to submit their proposals, which should include the following:

  • Organization profile(s) applicable for firm
  • Documentation of legal status Trade license BIN, TIN, including registration required as per the law of the country (if applicable)
  • Bank Solvency Certificate (optional for both individuals and companies)
  • Curriculum vitae (optional for both individuals and companies)
  • Detailed financial proposal with detailed cost breakdown
  • Applicants must provide documents demonstrating their experience in the required field. Evidence of prior experience in similar assignments.
  • Applicants must provide documents their experiences to work with different NGO/INGO.
  • Quoted price should include VAT and TAX following government rules. VAT and TAX will be deducted as per the Government Law.
  • Proposals must be submitted in LKR.
  • Bank details, including the name of the account, bank name, branch, swift code, etc., must be provided.

Applications that do not include the above will be considered administratively non-compliant and will not be evaluated further.
