Monitoring, Evaluation, and Learning (MEL) Executive

Location:

SLCDF Headquarters, Rathtanapitiya, Boralesgamuwa with periodic field visits

Reports to:

Executive Director or his/her designee.

Nature of the role:

MEL executive needs to spend up to 40% of her/his time in the field.

SLCDF is a not-for-profit organization evolved in 2002 with a mission to develop capacity and facilitate spaces for the civil society to secure economic and social rights and entitlements for achieving sustainable development.

Job Summary:

The MEL Executive will support the development and implementation of monitoring, evaluation, and learning frameworks to track project outcomes, enhance program effectiveness, and contribute to organizational learning. This role involves data collection, analysis, reporting, and assisting in strengthening evidence-based decision-making across programs.

The MEL executive will have to interact closely with the program team at the head office, field staff, partner staff and he/she will have to plan and conduct field visits and stay out of Colombo as required.

Key Responsibilities:

  1. Monitoring and Evaluation:
    • Assist in designing and implementing MEL frameworks, tools, and processes for programs and projects.
    • Ensure timely and accurate collection of quantitative and qualitative data from field teams and partners.
    • Conduct routine data quality checks and validations.
    • Support in setting indicators, targets, and monitoring plans.
    • Ensure baseline and end line surveys are done and results are documented, presented and shared with stakeholders.
    • Plan and implement periodic project reviews.
    • Execute periodic monitoring visits and share the feedback and the learning with key stakeholders.
  2. Data Analysis and Reporting:
    • Analyze data and generate regular performance reports, dashboards, and presentations.
    • Contribute to annual and donor reporting processes with evidence-backed insights.
    • Assist communication program assistant in the preparation of case studies, success stories, and outcome briefs.
  3. Assist proposal development team:
    • Assist program team designing and developing project proposals by providing updated information of problems, successful solutions, developing result frameworks and M&E plans.
  4. Capacity Building:
    • Support training sessions for program staff and partners on MEL tools, data collection methods, and reporting standards.
  5. Compliance and Quality Assurance:
    • Ensure all MEL activities comply with donor and organizational standards.
    • Continuously identify opportunities to improve MEL systems and processes.
  6. Learning and Knowledge Management:
    • Contribute to capturing learnings and best practices from programs.
    • Support the organization of learning events, reviews, and reflection workshops.
    • Assist in maintaining knowledge databases and learning resources.

Qualifications and Skills:

  • Master’s/bachelor’s degree in development studies, Statistics, Social Sciences, or a related field.
  • At least 3 years of experience in MEL, preferably in the development sector.
  • Strong knowledge of MEL methodologies, logical frameworks, and results-based management.
  • Proficient in data analysis tools and visualization platforms such as Power BI.
  • Excellent written and verbal communication skills.
  • Good English knowledge and conversant in one of the local languages. Preference will be given to those who are fluent in both local languages.
  • Strong organizational and multitasking skills.
  • Ability to work independently and in cross-functional teams.

Preferred Attributes:

  • Familiarity with participatory monitoring and evaluation techniques.
  • Knowledge of adaptive management and learning-oriented approaches.
  • Prior experience with donor-funded projects.
