01. ChildFund International

ChildFund International is a non-sectarian, non-profit development organization operating in 25 countries worldwide. It works to improve the well-being of approximately 24.33 million children and their families, regardless of race, creed, religion, or gender. ChildFund Sri Lanka began its operations in 1985 and implements development programs that aim for positive outcomes for deprived, excluded, and vulnerable children. Currently, ChildFund is working in ten districts across Sri Lanka, reaching over 400,000 children, youth, and their families. All programs are designed in alignment with ChildFund's global strategy and are implemented in collaboration with local partners, government, and non-governmental organizations. ChildFund Sri Lanka strives to deliver high quality, evidence based programming in the core areas of advancing Care and Development of Infants and Young Children, Enhancing Educational Achievements of Children and Advancing Leadership and Livelihood Skills of Youth. These efforts are underpinned by ChildFund's broader result framework, which focuses on learning, building sustainability, strengthening livelihoods and gender and disability inclusion.

02. Objectives of the Assignment

ChildFund Sri Lanka intends to hire a consultant to identify internal capacity gaps, develop and contextualize a Gender Equality, Disability, and Social Inclusion (GEDSI) Framework tailored to ChildFund Sri Lanka, and facilitate a rollout of capacity-building—primarily through a Training of Trainers (ToT) model. This long-term approach aims to ensure sustainability.

Gender and Disability Inclusion is one of the new result areas under CFSL country results framework. A key outcome of this initiative will be the development of a GEDSI (Gender Equality, Disability, and Social Inclusion) Framework. This will serve as a foundational tool for training staff and embedding inclusive practices across future programming, marking a strategic shift in ChildFund Sri Lanka’s approach.

The Consultant has to develop a GEDSI Framework and train the CFSL staff on the developed GEDSI framework.

03. Overall Responsibility of the Consultant

3.1 Task 1 – GEDSI Framework Development (One month)
  • Review existing documents, assessments, and sectoral best practices on GEDSI
  • Draft a practical and contextualized Framework with:
    • Clear roles, indicators, and tools to embed inclusion
    • A validation process involving staff and partners
  • Finalize the Framework incorporating feedback
3.2 Task 2 – Staff Capacity Building (One Month)
  • Design a Training of Trainers (ToT) plan covering:
    • 2–3 modules
    • Participatory methods, inclusive facilitation, practical tools
  • Produce training materials: slides, facilitator guides, exercise toolkits
  • Deliver a ToT workshop for staff and partner focal persons
  • Provide a final progress report with participant feedback and recommendations

04. Responsibilities of the Consultant

  • Design, contextualize, and finalize a comprehensive and practical GEDSI Framework that aligns with ChildFund Sri Lanka’s existing strategy and programming.
  • Develop a Training of Trainers (ToT) plan and deliver the training to ChildFund Sri Lanka and relevant partner focal persons.
  • Engage with the ChildFund Sri Lanka team, particularly the Specialist – Child Protection and Advocacy, to ensure alignment and relevance.
  • Provide recommendations for future GEDSI initiatives.
  • Employ inclusive and participatory methods in both the development of the framework and the training process to ensure effectiveness and engagement.

05. Responsibilities of ChildFund Sri Lanka (CF)

  • Provide ongoing guidance, support, and any necessary resources to the Consultant throughout the consultancy period. This includes access to relevant documentation, reports, and key contacts.
  • Manage and cover all logistics associated with the ToT sessions, including venue, technology, and participant arrangements.
  • Facilitate the review process for the GEDSI Framework, ensuring timely and constructive feedback from staff and stakeholders.
  • Ensure relevant staff and partner focal persons are available for training and engaged in the validation process for the GEDSI Framework.
  • The Consultant will work directly under the supervision of the Specialist – Child Protection and Advocacy at ChildFund Sri Lanka.

07. Duration of the Assignment

This assignment is for a maximum up to 30 days over a period of two (02) months starting from 1st of August to 31st September 2025.

Fee: Negotiable; based on qualifications and experience

Payment Milestones:

  • 30% after submitting Final GEDSI Framework
  • 30% after delivery of training materials
  • 40% upon final training report acceptance

09. Qualifications and Experience

  • Possess higher level academic qualification, preferably a Master’s degree in the field of Gender Studies, Disability/Inclusion, Social Development, or similar.
  • At least 7 years’ experience developing GEDSI frameworks and conducting related training.
  • Strong facilitation skills and familiarity with inclusive participatory methods.
  • Excellent communication and writing abilities in English; Sinhala/Tamil preferred.

The consultant will be hired based on ChildFund’s standard procedures in hiring consultants for consultancy assignments.
