The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in Sri Lanka since 1956. GIZ is a development partner of the Government of Sri Lanka (GoSL) in topics ranging from private sector development and vocational training to renewable energy promotion, biodiversity conservation as well as reconciliation and social cohesion.

The Role:

GIZ Sri Lanka seeks an experienced Procurement and Contracting Specialist to manage contract award processes, negotiate and conclude contracts in compliance with legal, contractual, and corporate policy requirements, and oversee contract implementation. The role involves close coordination with programmes and projects to clarify procurement needs and provide effective solutions. Reporting to the Regional Head of Procurement and Contracting, the specialist will support the delivery of standardized commercial support services to projects.

Specific responsibilities:

  • Manage end-to-end procurement processes for goods, services, and works in compliance with GIZ procurement standards, including tendering, bid evaluation, and purchase order management and managing the proper record in P2P SAP system.
  • Prepare, review, and manage contracts and framework agreements while ensuring compliance with legal, financial, and organizational requirements, including monitoring contract performance and amendments.
  • Follow up with vendors for order, delivery and transportation of goods, and inform the delivery status to Projects/programme.
  • Conduct market assessments, supplier evaluations, and vendor performance monitoring to ensure value for money, transparency, competitiveness, and sustainable procurement practices.
  • Ensure the correctness of Commercial and Legal Eligibility form and related supporting documents of firms/project partners received from all projects/programmes for processing of financing arrangement contracts.

Required qualifications, competences and experience:

  • Master’s degree in business administration, Law or a related field
  • At least 3 years’ professional experience in a comparable position.
  • Finely tuned organisational skills and ability to work on one’s own initiative at the conceptual level
  • Ability to work independently, with solution- and service-oriented attitude, under pressure and meeting deadlines and performance standards.
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
  • Ability to work harmoniously with other staff representing different cultural, social and professional backgrounds with skill to remain focused when under pressure with a commitment to work hard and a degree of independence
  • Proactive work ethics and ability to handle confidential matters with the utmost professionalism.
  • Organize own work, set priorities and meet critical deadlines, and communicate to interact effectively with co-workers, management and project colleagues.
  • Good command of written and spoken English and one national language. Knowledge of German is advantageous.
  • Strong advisory skills and service-oriented attitude
