Terms of Reference (TOR): Training Consultant for Youth Entrepreneurship Development Program

1. Background and Context

ChildFund Sri Lanka is implementing an entrepreneurship development program for a cohort of youth who have been assessed using the Mpower-U platform. This proprietary tool leverages behavioral economics, psychology, and machine learning algorithms to evaluate individuals across three key indices: Business Excellence Index (BXI), Creditworthiness Excellence Index (CXI), and Trainability Index (TXI). The assessment has identified specific capacity development needs for each participant.

2. Objective

To engage a qualified training consultant to design and deliver a customized two-day, in-person training program. The program aims to address the specific developmental gaps identified by the Mpower-U assessment, with the goal of enhancing the participants' entrepreneurial capabilities, financial discipline, and adaptability.

3. Scope of Work

The consultant will be responsible for the following:

  • Needs Analysis & Customization: Review the aggregated and anonymized Mpower-U assessment data for the youth group to understand the prevailing strengths and weaknesses within the cohort across the BXI, CXI, and TXI indices. The consultant will use this data to tailor the training content to the specific needs of the group.
  • Curriculum Development: Develop a comprehensive two-day training curriculum focused on the following areas:
    • Enhancing Business Excellence (BXI): Building strategic decision-making skills, mitigating cognitive biases (e.g., overconfidence, loss aversion), and fostering a mindset for innovation and calculated risk-taking.
    • Building Creditworthiness (CXI): Strengthening financial literacy and discipline, improving negotiation skills, managing cash flow, and building trust with financial partners.
    • Improving Trainability (TXI): Developing effectual reasoning, resilience, self-efficacy, and interpersonal/communication skills for better learning and adaptation.
  • Training Delivery: Facilitate the two-day training program using a highly interactive and participatory methodology. This should include case studies, group discussions, role-playing, and practical exercises. The approach should align with the learning pedagogy principles that underpin effective adult learning and behavior change.
  • Assessment & Reporting: On the final day, conduct a post-training assessment to measure immediate learning outcomes and participant feedback. Submit a final report summarizing the training activities, participant feedback, and recommendations for any follow-up support.

4. Target Audience

  • Number of Participants: 20 Sinhala speaking and 20 Tamil speaking youth entrepreneurs.
  • Profile: Young individuals from Puttalam, Monaragala, Nuwara Eliya, Batticaloa, Trinco and Mullaitivu who have completed the Mpower-U survey and have been identified as having potential for development in the target areas.

5. Consultant Profile

The ideal consultant should possess the following qualifications:

  • Education: A Master’s degree or higher in Business Administration, Psychology, Behavioral Economics, or a related field. A PhD in a relevant discipline is highly desirable (e.g., as held by the Mpower-U team members).
  • Experience:
    • Minimum of 5 years of professional experience in designing and delivering training programs for youth or entrepreneurs.
    • Proven track record in utilizing behavioral insights or psychology-based frameworks in training design.
    • Experience working with data-driven or technology-assisted training tools is an advantage.
  • Skills: Excellent facilitation and presentation skills, with the ability to engage diverse youth groups; strong analytical skills to interpret assessment data.
  • Language Requirements:
    • All training curriculum and materials must be developed and provided in three languages: English, Sinhala, and Tamil.
    • The training delivery must be conducted separately in Sinhala and Tamil (two separate cohorts/sessions) to ensure maximum comprehension and engagement for all participants.
    • The consultant must be proficient in both Sinhala and Tamil for facilitation, or, alternatively, engage qualified co-facilitators/translators to support delivery.

7. Budget and Payment Terms

The consultant will submit a financial proposal with a breakdown of costs (consultancy fees, materials, logistics, etc.). Payments will be made as per the agreed schedule (e.g., 50% upon signing of contract and 50% upon submission and acceptance of the final report).

8. Proposal Submission
