The Government of Sri Lanka has received a grant amounting to US $1.1 Million from the World Bank for a project focusing on strengthening and restructuring of tourism institutions under the Ministry of Foreign Affairs, Foreign Employment and Tourism and intends to utilize part of the grant for required consulting services.

The Ministry of Foreign Affairs, Foreign Employment & Tourism is implementing a multi-component national tourism reform program under the World Bank-funded THRVE Project. To ensure the timely and high-quality delivery of various consultancy workstreams—including tourism strategy development, national HR skills assessment, legal reviews, and sector digitalization—the Project Management Unit (PMU) seeks a highly qualified Monitoring and Evaluation (M&E) Expert Consultant.

Monitoring and Evaluation Expert Consultant

Scope of Work

The M&E Expert Consultant will be responsible for the systematic monitoring of all consultancy activities under the tourism reform program. Key tasks include:

  • Developing and maintaining a Consultancy Monitoring Dashboard to track deliverables and progress.
  • Ensuring consultancy outputs comply with Terms of Reference (TOR) and quality standards.
  • Maintaining a project risk register and providing mitigation recommendations.
  • Facilitating coordination between consultants, Ministry divisions, and key institutions: Sri Lanka Tourism Development Authority (SLTDA), Sri Lanka Tourism Promotion Bureau (SLTPB), Sri Lanka Institute of Tourism and Hotel Management (SLITHM) and Sri Lanka Convention Bureau (SLCB).
  • Preparing monthly monitoring reports and quality review notes for the Acting Project Director and development partners.

Qualifications and Experience

  • A Master’s Degree in Project Management, Business Administration, Tourism and Hospitality Management and Economics.
  • A minimum of 10 years of experience in monitoring under donor-funded projects.
  • Strong analytical, results-based reporting, and coordination skills.
  • Familiarity with government procedures and procurement processes.
  • Experience in tourism sector projects is considered a distinct advantage.

Duration and Location

The consultancy is a full-time engagement for a period of seven (7) months, tentatively from August 2026 to February 2027. The duty station will be the PMU at the Ministry in Colombo.
