Background
The Family Planning Association of Sri Lanka is a leading national NGO providing sexual and reproductive health and family planning services in Sri Lanka. FPA Sri Lanka is implementing a multi-component project aimed at improving access to inclusive, rights-based Sexual and Reproductive Health and Rights (SRHR) services for persons with disabilities. The project includes capacity building, service delivery improvements, community engagement, and research and advocacy.
FPA Sri Lanka invites applications from qualified and experienced individuals for the positions of Healthcare Assistants and Community Coordinators.
1. Community Coordinators (Part time) – 4 vacancies
Job Purpose
The Community Coordinator will support the effective coordination, overseeing and facilitating all district-level activities including training workshops, sensitization programs, static clinic operations, and mobile health outreach in Colombo, Batticaloa, Kilinochchi and Nuwara Eliya.
Key Responsibilities
- Lead the end-to-end planning, logistics, and execution of all district-level activities, including training workshops, sensitization programs, static clinic operations, and mobile health outreach.
- Coordinate and manage the work schedules, field deployments, and visit tracking for Community Healthcare Assistants across the district, ensuring targets (such as community home visits) are systematically met.
- Coordinate referrals and linkages between persons with disabilities, FPASL service delivery points, mobile/static clinics, government services, CSOs, and other relevant support services.
- Act as the primary focal point between district operations and FPA HQ, ensuring clear communication, alignment with project timelines, and prompt resolution of field-level operational challenges.
- Monitor field activities to ensure all health services, counselling, and community engagements strictly adhere to disability-inclusive, human-rights-based and ethical standards.
- Coordinate with relevant government offices, health service providers, CSOs, disability organisations, community leaders, and other stakeholders to facilitate effective implementation of project activities.
- Monitor the availability and appropriate use of project supplies, materials, equipment, and accessibility resources required for community and clinic activities, and report any gaps to HQ.
- Maintain detailed records of district activities, track key performance indicators, and submit comprehensive narrative and quantitative progress reports to HQ on a regular basis.
- Collect and document community feedback, challenges, success stories, and lessons learned and communicate these to the project team.
- Support monitoring visits, assessments, data collection, and other project-related activities as required.
- Undertake any other relevant duties assigned by the HQ or Project Manager in support of project implementation.
Required Qualifications and Skills
- Must be a permanent resident of or currently residing in Colombo, Batticaloa, Kilinochchi, or Nuwara Eliya.
- Diploma or bachelor’s degree in social work, Sociology, Development Studies, Public Health, Management, or a related field.
- Minimum 2–3 years of proven experience in project coordination, community mobilization, or field operations within NGO, public health, or social development sector.
- Demonstrated experience in supervising field staff or community volunteers is an added advantage.
- Prior experience working on SRHR, gender-based violence (GBV), or disability inclusion projects is an added advantage.
- Fluency in the predominant local language of the district (Sinhala and/or Tamil) with strong professional working proficiency in written and spoken English.
- Ability to work independently at district level and manage multiple tasks simultaneously.
- Strong leadership, coordination, report writing and communication skills.
- Ability to work with diverse teams and individuals.
- Ability to travel within the district.
- The appointment will be for the duration of the project, subject to satisfactory performance and availability of funding.
2. Healthcare Assistants (Part time) – 20 vacancies
Job Purpose
The Healthcare assistant will be responsible for bridging the gap between clinics and communities through door-to-door home visits, mobile outreach, and local health facilitation by reaching remote, underserved, and marginalized populations in Colombo, Batticaloa, Kilinochchi and Nuwara Eliya.
Key Responsibilities
- Working closely with local Service Delivery Points (SDPs), the healthcare assistants will perform field-level activities, including but not limited to:
- Identify persons with disabilities within local community clusters and conduct door-to-door visits to deliver tailored SRH information and support.
- Provide community-level information and counselling and distribution for family planning and SRH needs, including pregnancy counselling, oral contraceptives, condom distribution, and guidance on preventive screening (e.g., Pap tests and self breast examination).
- Support the organisation and implementation of project-related training programmes, awareness sessions, workshops, and community meetings, including participant mobilisation and coordination, as required.
- Conduct basic GBV screenings, offer empathetic first-line psychological support, and maintain confidential referral pathways for survivors.
- Identify individuals requiring specialised medical, psychological, legal, or protective services and facilitate timely referrals to appropriate service providers.
- Follow up on referrals, where appropriate, to support continuity of care and access to required services.
- Escort community members; particularly persons with mobility or navigation challenges; to FPA clinics or partner health centres when specialized medical care is required.
- Support the setup, mobilisation, and client reception during scheduled mobile clinic outreach in rural and hard-to-reach areas.
- Participate regularly in project monitoring visits, assessments, data collection, and community perspectives to continuously improve service accessibility.
- Maintain confidentiality and adhere to safeguarding, ethical, and human rights principles when interacting with beneficiaries, particularly in relation to SRH and GBV-related information.
- Undertake other relevant duties assigned by the Community Coordinator or Project Manager in support of project implementation.
Capacity Building & Commitment
- Selected assistants will undergo a comprehensive, structured training program provided by FPA to equip them with advanced knowledge on SRH, SRHR, GBV and related service delivery prior to field deployment.
Required Qualifications and Skills
- Must be a permanent resident of or currently residing in Colombo, Batticaloa, Kilinochchi, or Nuwara Eliya.
- Prior experience or strong interest in community work, nursing, public health, social work, or related field.
- A background or experience in counselling, psychosocial support, community-based care, or client communication is highly desirable.
- Experience working with persons with disabilities is an added advantage.
- Fluency in local languages and basic English; ability to work with diverse communities.
- Ability to travel within the district.
- Commitment to safeguarding, ethics, and human rights in SRH and disability-inclusive service delivery.
