PMO Specialist Private Limited is a specialist remote project management office headquartered in Colombo, Sri Lanka. We provide dedicated, UK-hours-aligned project and engineering professionals to clients in the United Kingdom and Europe, working across the construction, infrastructure, M&E, and maintenance sectors.

The Role

We are looking for a commercially minded and experienced Quantity Surveyor to join our Colombo team. In this role you will provide full commercial management support to UK construction and maintenance contractors, working UK business hours and integrating directly into our clients' project teams. You will manage costs from pre-contract through to final account, ensuring projects are delivered within budget and that our clients' commercial interests are fully protected.

Key Responsibilities

  • Prepare and maintain detailed cost plans, budgets, and cash flow forecasts from concept through to completion
  • Carry out quantity take-offs and produce bills of quantities (BQ) from drawings, specifications, and BIM models
  • Prepare and submit monthly valuations and applications for payment to main contractors or employers
  • Manage subcontractor accounts — issue enquiries, analyse tenders, award contracts, certify payments, and negotiate final accounts
  • Produce monthly cost reports and cost value reconciliations (CVR) for client reporting
  • Identify, value, and negotiate variations and claims in accordance with the contract terms NEC3/4, JCT, or bespoke
  • Manage procurement — prepare scopes of work, request and evaluate subcontractor quotations, and make award recommendations
  • Monitor project expenditure against budget and flag cost risks and opportunities proactively
  • Support preparation and submission of Extension of Time (EoT) claims and loss and expense assessments where applicable
  • Prepare and agree final accounts with clients, employers, and subcontractors
  • Attend project and commercial meetings via video conference with UK teams

Required Qualifications

  • Bachelor's degree in Quantity Surveying or a related discipline
  • Minimum 3 years of post-graduate experience as a Quantity Surveyor on UK or internationally equivalent construction, infrastructure, or M&E projects
  • Working knowledge of UK standard forms of contract — NEC3, NEC4, JCT, and/or FIDIC — is essential
  • MRICS (RICS Member) or currently working towards RICS Assessment of Professional Competence (APC) is preferred
  • Experience with both main contractor and subcontractor commercial management is advantageous

Technical Skills & Software

  • Advanced Microsoft Excel — cost reports, CVRs, and financial models
  • Quantity take-off: CostX, Bluebeam Revu, On-Screen Takeoff, or equivalent
  • Estimating platforms: experience with any mainstream estimating software is advantageous
  • BIM quantity extraction: Navisworks or Revit (model-based quantification) — desirable
  • Microsoft Office Suite: Word, Outlook, PowerPoint
  • Video conferencing: Microsoft Teams and Zoom

Personal Attributes

  • Highly numerate with exceptional attention to detail in financial calculations and documentation
  • Excellent written and spoken English — able to draft commercial correspondence, reports, and contract notices to a professional standard
  • Commercial awareness and confidence in negotiation with subcontractors and clients
  • Ability to manage multiple commercial accounts simultaneously and prioritise effectively
  • Proactive in identifying risks and opportunities and communicating them to senior management
  • Discreet and professional in handling commercially sensitive project and financial information
  • Self-motivated, reliable, and able to work independently to UK client deadlines
