EXTERNAL PROJECT EVALUATOR

Consultancy Position | Colombo, Sri Lanka | Remote with Field Visits
Duration: 2 September – 15 November 2026

Democracy Reporting International (DRI) is seeking an experienced External Project Evaluator to conduct an independent evaluation of the EU-funded project “Strengthening Resilience Against Disinformation in Sri Lanka.” DRI welcomes applications from qualified service providers (individual/ team) with relevant experience in conducting external evaluations and impact assessments. The evaluation will assess the project’s relevance, effectiveness, outputs, emerging outcomes and overall quality of implementation, while providing evidence-based recommendations to strengthen future programming and monitoring, evaluation and learning (MEL) approaches.

Key Responsibilities

  • Design and implement an evaluation framework aligned with the project’s objectives and expected outcomes.
  • Conduct a systematic review of project documentation, monitoring data and programme activities.
  • Lead interviews, focus group discussions and other data collection with key stakeholders and beneficiaries.
  • Conduct remote and onsite assessment activities, including field visits in Sri Lanka.
  • Analyse and triangulate qualitative and quantitative findings to assess the project’s relevance, effectiveness, outcomes and emerging impact.
  • Prepare the external evaluation report and present key findings and recommendations to relevant stakeholders.

Qualifications and Experience

  • Proven expertise and experience in external evaluations and impact assessments related to the project context/topics — elections, digital democracy, online political discourse, disinformation, hate speech and capacity building.
  • Experience in external evaluation or evaluative research, demonstrated by at least two evaluation or research reports.
  • Experience evaluating programmes in the academic and NGO sectors, including related data collection and analysis using mixed-method approaches.
  • Prior professional experience in Sri Lanka or the region.
  • Excellent written and spoken English and professional knowledge of Tamil and/or Sinhala.
