PROGRAMME COORDINATOR

- Location : Colombo with travelling across 10 districts within the Western, Southern, Central, Uva and Sabaragamuwa provinces
- Duration : One year subject to extension
ABOUT THE ORGANIZATION
The Institute for People Engagement and Networking (iPEN) is a Sri Lanka-based civil society organization dedicated to promoting inclusive governance, social cohesion, and community engagement. iPEN works to bridge the gap between grassroots realities and policy-level interventions through evidence-based advocacy and capacity building.
THE ROLE
iPEN is seeking a dynamic, committed, and experienced Programme Coordinator to coordinate the implementation of its two-year Climate Risk Intelligence and Community Response Programme across 10 districts in Sri Lanka. The successful candidate will work closely with communities, field volunteers, and relevant stakeholders to strengthen climate and disaster risk identification, information gathering, monitoring, and community response. The Programme Coordinator will support the effective implementation of the programme through the following key tasks:
- Prepare a Work Plan and Monitoring & Evaluation plan to roll out the activities.
- Coordinate community engagement and project activities across the 10 target districts.
- Provide guidance to field volunteers engaged in climate and disaster risk identification and community-level information gathering.
- Support the identification, documentation, and monitoring of climate and disaster-related risks and urgent community needs.
- Oversee data collection and verification of the timely submission of monthly information through digital and online reporting systems.
- Conduct regular field visits to monitor project activities, assess progress, and follow up on identified issues.
- Maintain accurate programme records, databases, and supporting documentation.
- Work closely with community representatives, volunteers, and other stakeholders to ensure effective implementation of project activities.
- Provide technical and operational support to field teams on digital data collection and reporting tools.
- Monitor project progress against planned activities and support timely implementation of project outputs.
- Contribute to the preparation of programme reports, updates, case studies, and other project documentation.
- Support coordination meetings, review sessions, and other programme-related activities as required.
REQUIRED QUALIFICATIONS AND EXPERIENCE AND SKILLS
- Bachelor’s degree or professional qualification in development studies, social sciences, disaster management, environmental studies, project management, or a related field.
- 2–3 years of relevant experience in programme/project coordination, preferably within the NGO or civil society sector preferably climate action.
- Practical experience in community engagement, field coordination, and working with community-based groups or volunteers.
- Strong communication, coordination, reporting, organizational, and interpersonal skills.
- Experience in data collection, data verification, and maintaining programme databases and records.
- Practical experience with Kobo Toolbox, ODK, Google Forms, or similar digital data collection and online reporting tools.
- Knowledge of data cleaning, analysis, and interpretation using Excel, Google Sheets, or other relevant tools.
- Willingness and ability to travel regularly to project locations across the 10 districts.
- Ability to work independently, coordinate multiple activities, and meet deadlines.
- Fluency in English with the working knowledge of Sinhala and Tamil preferred.
- Strong commitment to community empowerment, inclusion, confidentiality, and safeguarding principles.
