Job Title: Protection of Family Links (PFL) Field Officer -Vavuniya/Batticaloa

The PFL Field Officer 2 supports the implementation and monitoring of ICRC Protection Family Links (PFL) activities, which includes primarily reaching out to families of missing (FoM) persons through phone calls or field visits to inform them about the ICRC’s plans and activities, as well as documenting these interactions.

The positions will be based at both the ICRC Vavuniya and Batticaloa offices. These positions involve frequent travel within the designated area of responsibility (AoR) and, if possible, to other AoR.

Main Responsibilities

  • Plans and organizes communication with FoM under his/her AoR regarding updates on “missing file” and ICRC’s plans & activities.
  • Interacts with FoM through phone calls, in-person meetings at ICRC offices and during field visits.
  • Receives visitors and/ or phone calls related to the Missing in Sri Lanka and/ or protection concerns (eg: clarifications on ICRC’s plans & activities, request for Attestation of Detention, request for data/ documents withdrawal, tracing inquiries, etc.) and provides the primary point of contact between them and the ICRC.
  • Acts as a focal point for the hotline phone.
  • Provides Restoring Family Links (RFL) services to the beneficiaries in accordance with the guidelines and procedures.
  • Ensures timely responses to beneficiaries and carries out appropriate follow-ups.
  • Maintains and shares necessary data and statistics for internal analysis and Protection Office figures.
  • Provides translation or interpretation, upon request.
  • Develops and maintains contact with the local authorities, the local communities in the objective of reaching families of missing persons, as well as when needed, SLRCS RFL staff and volunteers in NHQ or Branches (depending on his/her area of responsibility).
  • Contributes to achieving MPP objectives, when required, under the supervision of the line manager/ PFL Team Leader.
  • Disseminates, if required, the ICRC activities and efforts with regard to “missing file” in Sri Lanka to the local authorities, communities and in the support forums.

Duty Station Selection

This recruitment is for several positions either based in Batticaloa or Vavuniya. Applicants are required to clearly indicate their preferred duty station in their application by selecting one of the two options. Please note that applicants may select only one preferred duty station.

Selection requirements:

  • Minimum 3 years’ work experience in a similar field.
  • Professional diploma or University degree or equivalent.
  • Work experience with ICRC or another Humanitarian agency would be an added value.
  • Excellent command of written and spoken English and Tamil.
  • Excellent computer literacy.
  • Good understanding of privacy and confidentiality.
  • Good analytical skills.
